In 2012, Ms. Garcia transitioned to the Education Service Center XIX as an instructional specialist. Her expertise was further recognized when she was appointed project manager of inclusion at the exact center. For twelve years until her retirement in 2024, she led initiatives that improved educational access and outcomes for students with diverse learning needs.

Ms. Garcia's academic background has been instrumental in her professional success. She earned a bachelor's degree in education from the University of Texas at El Paso in 1986, followed by a master's degree from the University of Phoenix in 2004. Her certification in special education from the University of Texas at El Paso further solidified her credentials and equipped her with the knowledge necessary to excel in her field.

Beyond her professional achievements, Ms. Garcia has made significant contributions through civic engagement. As a volunteer with Special Olympics, she has demonstrated a commitment to empowering individuals with disabilities. Her dedication was recognized when she received the Coach of the Year award from Special Olympics, highlighting her impact on both athletes and the community.

In addition to her work in education and civic involvement, Ms. Garcia co-authored a chapter titled "Teaching Executive Functions: Modeling Independence from Cradles to College for Success" in the book "Promoting Higher Order Skills and Global Competencies in Life and Work."
