He then served in the 66 Precinct before moving to the Brooklyn South Task Force from 2008 to 2014. His expertise in intelligence was honed during his tenure with the Intelligence Bureau and Mayor's Security Detail from 2014 to 2017. Subsequently, he was promoted to police sergeant, serving in the 114 and 111 Precincts in 2017, and later in the Office of Management Analysis and Planning until 2024.

Dr. Downes' academic achievements have significantly contributed to his professional success. He earned a Doctor of Professional Studies in homeland security from St. John's University in 2024, marking a notable milestone as the first individual from the New York City Police Department to graduate with this degree. He also holds a Master of Arts in human resources and training development from Seton Hall University, completed in 2015, and a Bachelor of Science in psychology from Touro University, obtained in 2000.

Dr. Downes' commitment to continuous learning is evident through his numerous certifications. These include certification as a notary signing agent from Nassau County, New York, in online teaching essentials from St. John's University, and several specialized courses through the United States Department of Homeland Security and FEMA, focusing on surveillance detection, terrorist act prevention, Dignitary/ Executive Protection, and critical infrastructure security. Dr. Downes' professional affiliations further underscore his dedication to law enforcement. He is a member of several organizations, including the National Organization of Black Law Enforcement Executives, ASIS International and the New York Metro InfraGard, affiliated with the FBI.

Throughout his career, Dr. Downes has been recognized for his educational pursuits with awards such as an educational scholarship from the New York City Police Department in 2017 and an Educational Achievement Award from Seton Hall University.
