For nearly a decade, he has served as a project manager for the Pittsburg Unified School District in Pittsburg, California. In this capacity, he oversees construction projects in collaboration with contractors, architects and engineers, ensuring that the school district's requirements are met according to issued plans and specifications. Mr. Holtslander's expertise in construction and project management has been instrumental in delivering successful outcomes for the district.

Prior to his current role, Mr. Holtslander served as the director of facilities and construction at West Contra Costa Unified School District from 2012 to 2016, following his tenure as a bond regional facilities project manager at the same district between 2010 and 2012. Prior to this, he held the position of director of facilities planning and management at Gilroy Unified School District from 2009 to 2010. Mr. Holtslander began his career in facilities leadership as the director of facilities construction at Castro Valley Unified School District, a role he held from 2002 to 2009.

Mr. Holtslander's professional journey is further distinguished by his diverse background in architecture and construction. He has worked for contractors, gaining hands-on experience in actual construction, as well as for architectural firms, construction management companies and public school districts. Mr. Holtslander's portfolio encompasses residential developments, multifamily apartment complexes, county jails, public schools and various additional projects.

Among Mr. Holtslander's most notable achievements is his early-career contribution as the project architect on a new county jail facility in Helena, Arkansas. Shortly after graduating from Louisiana Tech University with a Bachelor of Arts and a Bachelor of Architecture in 1983, he developed the construction documents and specifications for this project, completing 75% of the contract documents while overseeing construction administration. This milestone marked Mr. Holtslander's first experience working with precast concrete for both walls and roof systems.

Mr. Holtslander's commitment to the field extends to active involvement with industry organizations. He is a member of the Coalition for Adequate School Housing in California and a former member of the American Institute of Architects. Beyond his professional responsibilities, he has served as the planning commissioner for the City of Rio Vista, California, since 2021. Mr. Holtslander's contributions have also been recognized by the Mississippi Gulf Coast chapter of the American Institute of Architects with an award for the design of Farmers Home Administration apartment complexes.

Reflecting on his career, Mr. Holtslander credits his success to his collaborative work with contractors and direct participation in construction activities — a practical approach that has informed his leadership style throughout his career. Initially considering civil engineering when he began college, he shifted focus to architecture after encountering challenges with advanced mathematics coursework. Despite not viewing himself as particularly artistic, Mr. Holtslander persevered through these challenges to earn his degrees and build a successful career.

Born in Vicksburg, Mississippi, Mr. Holtslander cherishes spending time with his family, camping/glamping, traveling and watching television shows. Looking ahead, he eagerly anticipates extensive travel across the country and abroad with his wife upon retirement. Known for his unwavering dedication, Mr. Holtslander intends to pursue consulting opportunities that will allow him to share his expertise and continue contributing to the field.
