Marked by nearly three decades of dedicated service and leadership, Mr. Pior has led a distinguished career in the drinking water industry. As the superintendent of water systems for the City of Fort Worth since 1998, he has overseen the implementation of advanced supervisory control and data acquisition (SCADA) systems, monitored and analyzed complex distribution networks and collaborated with other municipalities to enhance their operational knowledge. He has overseen the implementation of advanced disinfection treatment processes; specifically ozone disinfection and membrane filtration systems at each of the five surface water treatment plants. The Eagle Mountain Plant was the first plant in Texas to have ozone as the primary disinfectant in 1992. Eagle Mountain Plant underwent subsequent expansions and upgrades to the ozone systems during his tenure, of which he oversaw implementation. Moreover, the remaining four surface water treatment plants integrated ozone disinfection into the treatment process over time. His responsibilities include training plant operators in emerging technologies, coordinating field visits to state-of-the-art water treatment facilities and researching new technological advancements to ensure the city's water systems remain at the forefront of industry standards.

Additionally, Mr. Pior has been pivotal in developing strategies for system improvements, ensuring compliance with rigorous safety and operational standards and supporting continuous education for his staff. He has worked closely with information technology teams to integrate new platforms and has adapted operations to accommodate growth and technological change.

Among Mr. Pior's proudest achievements as superintendent is his leadership in resolving persistent water quality issues at the Eagle Mountain water treatment plant. For several years, the facility faced seasonal challenges that resulted in a loss of chlorine within the distribution system — a problem that eluded resolution despite input from numerous experts. He led an internal team across multiple departments to devise a comprehensive plan addressing nitrification issues, improving communication protocols and implementing immediate response measures. Their efforts stabilized chlorine levels over a three-year period, consistently meeting state regulatory requirements and ensuring customer satisfaction.

Prior to his tenure in Fort Worth, Mr. Pior served as a utility operator in southern New Mexico for more than a decade. In this capacity, he managed daily plant operations, honed his expertise in water treatment processes and developed a passion for the mathematical aspects of the field, such as calculating tank pressure and flow rates. His commitment to professional growth was evident as he attended night school for more than four years while also managing plant operations and raising his son as a single parent.

Mr. Pior began his storied career as a meter reader for the Village of Ruidoso, New Mexico, a position he held for six years in the 1980s. Initially seeking stable employment due to economic downturns affecting his family's construction business, he quickly demonstrated initiative by volunteering for additional responsibilities within field operations. His willingness to learn main break repairs and operate heavy machinery without formal training earned him recognition from supervisors and paved the way for further advancement.

Before venturing onto his vocational path, Mr. Pior earned a Master of Science in management from Troy University at its Holloman Air Force Base branch in 1998. Dedicated to the ideals of continuous learning, he previously completed a Bachelor of Science in management at Park University in 1995. His studies provided him with both technical expertise and managerial acumen essential for overseeing large-scale municipal water systems.

In addition to his formal education, Mr. Pior holds several professional certifications that have enhanced his effectiveness as a leader. He was certified as a supervisor in 2001 and later achieved Six Sigma certification in 2014, further strengthening his ability to implement process improvements and maintain high standards of operational efficiency.

Mr. Pior attributes much of his success to his faith in Jesus Christ, which he credits as a guiding force throughout his career journey. From starting as a meter reader to realizing his dream of managing a major plant in Texas despite initial skepticism from colleagues, he describes his path as a roller coaster filled with unexpected twists but remains grateful for every experience that contributed to his growth.

As a manager, Mr. Pior is known for fostering motivation and morale among employees by providing individualized support and resources tailored to each team member's needs. He believes strongly in helping new hires succeed rather than merely survive and takes great joy in witnessing their professional development over time.

Born in El Paso, Mr. Pior is equally devoted to his family life as a proud father of two adult sons. As a balance to his professional responsibilities, he enjoys racing dirt bikes and going to the lake with his grandchildren. He reconnected with his high school sweetheart 20+ years ago and they have now been married for 16 years. His wife, Tracy, has two daughters from a previous marriage from whom she has two granddaughters from her oldest and one on the way from the youngest. This will make a total of six grandchildren. Mr. Pior is a talented musician, proficient on the bass guitar and occasionally performs in a band.

Looking to the future, Mr. Pior is committed to overseeing the completion of two major plant expansions critical to accommodating regional growth. His focus also remains on maintaining seamless operations during expansion upgrades to the Eagle Mountain plant, ensuring all new infrastructure meets stringent safety standards before public use. Throughout his career, he has provided outstanding service in drinking water management through innovation, perseverance and an unwavering commitment to public health and safety.
