Most recently, in 2025, Ms. Stauffer served as Head of Communications and Reporting for the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Kyiv, Ukraine. She directed strategic communications and reporting during one of the world's most complex humanitarian crises, ensuring that the realities of civilians living under bombardment remained visible to donors, policymakers, and the global public.

From 2022 to 2025, she was Head of OCHA's Kyiv Field Office, managing emergency response operations on the front lines of the war in Ukraine. She led her team through a rapidly evolving operational context, balancing the immediacy of humanitarian relief with the long-term imperative of building trust with national counterparts and ensuring accountability to the donor community. Under constant air raid sirens, she worked to coordinate effectively with government and civil society actors and to deliver aid to civilians close to the front line.

Between 2018 and 2022, Ms. Stauffer was Head of Reporting, Policy, and Strategy for OCHA in Baghdad, Iraq, where she played a key role in one of the UN's largest humanitarian operations as the country emerged from conflict with ISIS. She oversaw flagship reporting and analysis on humanitarian needs, shaped strategic priorities for the Humanitarian Country Team, and supported senior leadership in high-level engagement with Iraqi officials, UN counterparts, and major donors. The role demanded an ability to navigate sensitive political dynamics while helping sustain a multibillion-dollar aid response.

From 2016 to 2018, Ms. Stauffer was Special Assistant in the Office of the Director of Operations at OCHA Headquarters in New York. She supported global emergency response, facilitated communication between senior leadership and field offices, and contributed to advocacy initiatives aimed at mobilizing resources for humanitarian action.

Beyond the humanitarian sphere, Ms. Stauffer's legal and academic career is equally distinguished. She has held fellowships at the London School of Economics' Centre for Women, Peace and Security and its Centre for Human Rights, publishing on conflict-related sexual violence, statelessness, drone warfare, and international law. Earlier roles include Legal Officer with the International Labour Organization in Geneva, Deputy Director of Reprieve UK (where she represented Guantanamo detainees), and leadership of rule of law initiatives in Singapore and Liberia. Her portfolio also includes consulting for the United Nations Democracy Fund, the Geneva Academy of International Humanitarian Law and Human Rights, and private clients.

As a prolific public voice, Ms. Stauffer has published widely, including with The Huffington Post UK and The Express Tribune (Pakistan), making complex international issues accessible to mainstream audiences.

Born in Washington, D.C., Ms. Stauffer holds a Juris Doctor from the University of San Diego School of Law and a Bachelor of Arts in International Affairs from James Madison University. She is a member of the District of Columbia Bar.
