Mr. Chapman has established himself in the areas of electrical engineering and combined cycle plant construction, currently serving as the technical services manager for the Longhorn project at Primoris Services Corporation. In this capacity since 2025, he is responsible for ensuring all commissioning processes are current and accurate. His duties include preparing detailed drawings for field teams, overseeing walk-downs, managing plant subsystems and collaborating closely with clients to ensure that all necessary information is available for successful project completion. Additionally, Mr. Chapman supervises younger engineers and interns, providing guidance on construction processes and acting as a vital liaison between engineering and construction teams.
During his previous tenure, Mr. Chapman contributed his expertise to Black & Veatch from 2023 to 2025, where he held concurrent positions as a construction coordinator III and electrical coordinator II on a Tennessee Valley Authority project. During this period, he played a key role in building combined cycle plants, honing his skills in large-scale energy infrastructure projects.
Between 2022 and 2023, Mr. Chapman served as an electrical field Engineer II on the Palmer Rail Mill Project with Wanzek Construction Inc. Previously, he achieved success as a technical services specialist at McDermott International Ltd., working under the president of construction for North America in Houston from 2019 to 2022. Mr. Chapman's tenure included navigating the challenges presented by the COVID-19 pandemic while maintaining high standards of project delivery.
Mr. Chapman began his journey in the field at Fluor Corporation, a global engineering, procurement and construction company headquartered in Irving, Texas, in 2014. Progressing through roles, including nucleus administrator, electrical workforce planner and warehouse associate, he worked his way up to become an associate field engineer, where he developed a strong technical base that would support his future achievements.
From 2013 to 2014, Mr. Chapman worked at Oran Safety Glass Ltd. as a manufacturing and process engineer. There, he specialized in CNC programming to produce military-grade glass before transitioning into the construction sector.
Mr. Chapman's academic background includes a Bachelor of Engineering in manufacturing engineering from Virginia State University, completed in 2010. He previously pursued coursework toward a bachelor's degree in computer and information sciences and support services at Hampton University, following his high school diploma from Greensville County High School in 2003. Apart from his formal education, Mr. Chapman holds an Occupational Safety and Health Administration 10 certification from Wanzek Construction Inc., obtained in 2023, underscoring his commitment to safety standards within the industry.
Active within professional circles, Mr. Chapman is a member of the National Society of Black Engineers, reflecting his commitment to advancing diversity and excellence in the engineering field. Beyond his professional responsibilities, he is civically engaged through initiatives that support local communities during project builds. He has also participated in programs that provide Christmas gifts for children, distribute school supplies and organize food drives.
