Prior to his current position, Mr. Fennell served as the executive manager of transportation for Wayne Township Public Schools from 2009 to 2020, during which time he spearheaded a comprehensive bus replacement plan that stands as one of his most notable achievements. By the time he departed the district, the fleet of buses was almost entirely new, significantly enhancing safety standards and allowing mechanics to focus on preventive maintenance rather than constant repairs. Earlier in his career, Mr. Fennell was a branch manager for Laidlaw Education Services between 1992 and 2003, leading daily operations for student transportation services. From 1987 to 1992, he served as the head dispatcher for Ridgefield Park Transport, where he coordinated routes and schedules to ensure efficient service delivery.

Further enhancing Mr. Fennell's expertise in the industry have been his professional affiliations, including membership in the National Association for Pupil Transportation and more than three decades of involvement with the School Transportation Supervisors of New Jersey. Through these organizations, he received formal training and attended conferences that contributed significantly to his professional growth.

Reflecting on his journey, Mr. Fennell attributes much of his success to his deep faith and commitment to serving others — a guiding principle that has shaped both his personal life and professional endeavors. He is an active lay leader at his church, where he opens the building each morning, assists with day-to-day operations alongside office staff and participates in various activities, including visiting the sick and shut-in members, new member's orientation classes, assisting in the food pantry and singing with the men's choir, and anywhere else needed.

Looking ahead, Mr. Fennell's goals focus on improving school bus safety by ensuring that regulations, training programs and operational standards meet or exceed industry requirements. He remains committed to supporting parents by listening attentively to their concerns — often visiting them personally — and strives to set a high standard for responsiveness within the field.
