Mr. Franckiewicz has built a distinguished career in water resources engineering, international development and infrastructure management, marked by a series of progressively responsible roles across the globe. He is a highly experienced water resources engineer with 20 years of experience directing complex water and energy sector programs in developing countries, and has a wide-ranging engineering background with skills in planning, organization and management in international, national and local settings. He has extensive contract management experience dealing with the full range of issues covering large construction and multiyear technical assistance projects. His program and project experience covers program development, construction, policy reform, cost recovery, institutional development, and capacity building within numerous technical sectors, including civil engineering, water, energy, agriculture and environment. Mr. Franckiewicz served with the United States Agency for International Development, retiring in 2012 after a 25-year tenure. Mr. Franckiewicz retired at councilor rank in the senior foreign service, a testament to his leadership responsibilities across sixteen years serving in Afghanistan, Jordan and Egypt.

During his final years with USAID from 2008 to 2012, Mr. Franckiewicz held the position of office director for the water office in Washington, DC, where he oversaw USAID's global portfolio in water and sanitation. In this capacity, he collaborated with offices dedicated to climate change, health and environmental initiatives, ensuring that water sector projects were integrated into broader development strategies. From 2006 to 2008, Mr. Franckiewicz served as the infrastructure office director for USAID in Afghanistan. There, he managed a $1.4 billion construction portfolio, later expanded by an additional $400 million, mainly focused on rebuilding infrastructure such as roads and energy systems following the Soviet occupation, and Mr. Franckiewicz's leadership facilitated the construction of roads connecting major cities and governorates to a ring road and the development of Afghanistan's preliminary energy grid.

Between 2001 and 2006, Mr. Franckiewicz was the water & environment office director in Jordan. He led the water sector donor group comprising 17 international donors and spearheaded significant projects addressing Jordan's acute water scarcity challenges. Among his most notable achievements was overseeing the construction of a major wastewater treatment plant through a public-private partnership—the first such initiative for aid in Amman—and instituting a water reuse program that enabled treated wastewater to be used for agriculture. Prior to his tour in Jordan, in the U.S. from 1999 to 2001, Mr. Franckiewicz worked as an engineering officer with USAID's regional urban housing office, where he helped plan and manage urban infrastructure projects across multiple countries.

Mr. Franckiewicz also held foundational roles with USAID from 1991 to 1999 as a supervisory engineering officer in Egypt, a position in which he directed the establishment of Cairo's first operational wastewater treatment facility—a milestone for a city with over 10 million residents at the time. As the engineering office director in Dhaka, Bangladesh from 1989 to 1991, he managed engineering projects aimed at improving various infrastructure and rural electrification outcomes, and from 1987 to 1989, Mr. Franckiewicz was stationed with USAID in Sudan, where he contributed technical expertise to water and energy development initiatives under challenging conditions including a military coup that ended USAID assistance programs.

Before joining USAID, Mr. Franckiewicz owned H2O Engineering Company from 1982 to 1987, providing specialized engineering services focused on water resources development in northern California. He initiated his engineering career with International Engineering Company from 1977 to 1982, gaining vital experience in large-scale engineering projects. To satisfy his desire to mentor others, Mr. Franckiewicz joined the faculty at the University of Nevada, Reno, in 1975, where he served as a lecturer for Hydrology and Irrigation classes through 1977.

Exceptional academic credentials further define Mr. Franckiewicz's profile. He earned a Bachelor of Science in water science at the University of Nevada, Reno, in 1973, after which he pursued graduate studies. Mr. Franckiewicz also holds a Master of Science in water resources engineering from Utah State University, Logan, which he completed in 1975.

Mr. Franckiewicz maintains a wide network through active membership in several industry organizations, including the American Society of Civil Engineers, American Water Works Association and Water Environment Federation. He is also a registered professional engineer in California. Mr. Franckiewicz attributes his success to extensive experience across diverse environments and an appreciation for multicultural perspectives—particularly within predominantly Muslim countries—gained through both professional assignments abroad and personal life experiences, where understanding local contexts proved essential for progress.
