Throughout her 15-year career, Ms. Quintero has successfully secured millions in federal funding for community infrastructure projects, serving more than 200 agencies across Oregon. Her work spans from empowering rural communities with limited resources to addressing urban blight through innovative remediation strategies, including recent consulting engagements in Los Angeles, California. This achievement has been instrumental in her ability to deliver impactful solutions to clients and stakeholders.

In 2025, Ms. Quintero expanded her practice to include urban blight remediation consulting, working with organizations like West Coast Coalition and Pacific Graffiti Solutions to address community revitalization challenges in urban environments. She has submitted multiple grant applications totaling over $1 million for rural and urban initiatives and has secured consulting contracts with the Oregon Business Development Department for community training and technical assistance.

Before her current position, Ms. Quintero served as a program manager at the Oregon Judicial Department from 2022 to 2025. From 2019 to 2022, Ms. Quintero held the position of business operations manager within the Oregon Judicial Branch. She managed operational processes, optimized resource allocation and contributed to the development of strategic initiatives that improved organizational efficiency.

Between 2016 and 2019, Ms. Quintero served as director of operations at the Oregon Criminal Justice Commission in Salem, Oregon. She directed daily operations, coordinated interdepartmental projects and played a key role in policy development and implementation. Ms. Quintero was previously a program analyst at the Oregon Criminal Justice Commission from 2014 to 2016. She conducted research, analyzed data and provided recommendations to support criminal justice initiatives throughout the state. Her earlier tenure at the Oregon Criminal Justice Commission included serving as an assistant to the executive director from 2013 to 2014, during which she supported executive leadership and facilitated communication between departments.

In 2013, Ms. Quintero worked as a legislative fiscal office committee assistant for the State of Oregon in Salem, where she contributed to legislative processes and supported fiscal analysis for state committees.

Ms. Quintero's professional journey began as operations manager at Historic Motor Sports Association in Glendale, California, from 2010 to 2012, where she managed event logistics and business operations. She also served as business development aide for Columbia County in St. Helens, Oregon, in 2011, supporting economic development initiatives and fostering community partnerships.

Throughout her career, Ms. Quintero has demonstrated a commitment to professional growth and industry engagement. She has been a member of the National Association of Professional Women since 2013, reflecting her dedication to advancing women's leadership in her field.

Ms. Quintero's academic background includes a Master of Business Administration from Willamette University in Salem, Oregon, earned in 2015. She also holds a bachelor's degree in international business management from Linfield University in McMinnville, Oregon, awarded in 2002. These academic achievements have provided a strong foundation for her career in public administration and operations management.

Her professional credentials include a 2018 contract administration certification from the State of Oregon, a 2016 certificate in public management from Willamette University, and a 2013 Project Management Professional certification from the Project Management Institute. Each of these certifications has enhanced her ability to lead complex projects and deliver results across diverse organizational settings. Ms. Quintero's areas of specialization include grant writing and development, federal compliance and administration, strategic planning and program design, technical assistance and capacity building, project management, and policy analysis and development. She has maintained a 100% compliance rate across all federal programs with zero adverse audit findings throughout her career.
