Drawing on his extensive background in accounting and global project management, he oversaw financial operations supporting judicial reform and rule-of-law initiatives worldwide.
Prior to his tenure at the National Center for State Courts, Mr. Eckersley contributed six years to the World Health Organization (WHO). During this time, his expertise in financial oversight and international collaboration was pivotal in advancing health initiatives across multiple regions. Before joining WHO, he served as a partner in his family's certified public accounting firm for two years, where he applied his knowledge of public sector accounting and mentored junior professionals.
The foundation of Mr. Eckersley's career was established during his service of nearly 25 years with the United States Agency for International Development (USAID) as a member of the Foreign Service. He held various overseas assignments beginning in Bolivia in the 1970s, where he and his family resided for five years. He was subsequently transferred to a regional office in Guatemala from 1976 to 1978, overseeing development efforts throughout Central America. In 1978, he was appointed controller in Upper Volta (now Burkina Faso), where he established a new controller's office by transferring all records and materials from Mali, ensuring its effective local financial management long into the future.
Throughout his USAID career, Mr. Eckersley consistently excelled in mission management roles, including serving as deputy director in Honduras. During this period, he worked closely with diplomatic leaders and played a pivotal role in safeguarding United States government funds abroad. Notably, he received two Presidential Awards for preventing Imelda Marcos, the former First Lady of the Philippines, from withdrawing $130 million in local currency from a joint account with the Philippine government during a period of political upheaval. His decisive actions — dispatching teams for weekly and unannounced audits — were validated by Government Accountability Office auditors and resulted in the maximum Presidential Award in both 1986 and 1987.
Mr. Eckersley's professional journey is also distinguished by his leadership within civic organizations. He served as president of the Scranton chapter of the United Nations Association of the United States of America for one year, during which he orchestrated events promoting interfaith dialogue and international cooperation. Among his achievements during this time was organizing a luncheon that brought together prominent representatives from Catholicism, Judaism and Islam, demonstrating his commitment to inclusivity and cross-cultural understanding. Additionally, he facilitated a visit from a USAID speaker to Scranton to address local audiences on global development issues.
Before venturing onto his path in international service, Mr. Eckersley pursued higher education and earned a Bachelor of Arts from the University of Scranton in 1966. To augment his qualifications as a financial steward, he became certified as a public accountant in 1969 and holds the designation of certified government financial manager.
Along with his education, mentorship has been central to Mr. Eckersley's professional growth. He credits his father — also a certified public accountant and mentor — for guiding him early on. The support of his parents was unwavering throughout his journey as they visited him during each overseas assignment he undertook.
Though his journey counts many milestones, Mr. Eckersley is especially proud of the impact he and his wife made through their shared dedication to helping disadvantaged communities around the world — a sentiment they often reflected upon during their travels. She was an enthusiastic partner throughout their four happy decades together, embracing international life and immersing herself in new cultures despite having limited travel experience prior to their marriage.
Also a proud father of five children and grandfather of eight, Mr. Eckersley has enjoyed surfing, scuba diving in Honduras, the Philippines, Guatemala and Egypt as well as skiing and engaging with different cultures through traveling and working abroad.
Now enjoying his retirement from public and international service, Mr. Eckersley remains committed to mentoring individuals seeking guidance on their career paths — particularly those interested in international service or public administration. He also continues to offer informal support to college students exploring their futures, sharing his knowledge and experiences for the benefit of future professionals.
Mr. Eckersley's legacy is further distinguished by family tradition; his father and brother are also listed among Marquis Who's Who honorees, a testament to their collective contributions and dedication to helping others across communities, regions, continents and generations.
