Mr. Blumhorst has established a distinguished career spanning more than 35 years in international development, nonprofit leadership, and community engagement. Since 2022, he has served as chief advancement officer for the Peace Corps Foundation in Washington, DC, where he leads the $15+ million capital campaign to create Peace Corps Park near the U.S. Capitol and National Mall. This landmark initiative honors the legacy of more than 250,000 Americans who have served in the Peace Corps since 1961. The project is scheduled for completion in 2027. In this role, he cultivates relationships with major donors and foundation partners, builds strategic alliances, and coordinates with board members, contractors, and volunteers to advance this historic undertaking.

Mr. Blumhorst previously served as president and chief executive officer of the National Peace Corps Association from 2013 to 2022. Under his leadership, the organization transformed from a struggling entity into a thriving $4.4 million social impact enterprise serving a vast global network. He quadrupled annual revenues, dramatically expanded programmatic reach, and elevated the organization's national profile. His teams successfully advocated for increased Congressional appropriations for the Peace Corps, managed strategic partnerships with corporations and foundations, and strengthened the organization's voice as the premier advocate for the Peace Corps community. During his tenure, NPCA's WorldView magazine earned prestigious EDDIE and OZZY Awards for editorial excellence.

His international development career includes nearly two decades of leadership positions with ACDI/VOCA, a leading international development organization. He served as managing director of community development at the organization's headquarters in Washington, DC, where he directed worldwide programs aimed at improving livelihoods in underserved communities. He also served as country representative in Bolivia and Colombia, where he designed and oversaw complex portfolios of USAID-funded projects. Over the course of his tenure with ACDI/VOCA, he directed programs worth more than $310 million focused on agricultural development, institutional capacity building, microenterprise development, and rural economic development across Latin America and other regions.

In Bolivia, where Mr. Blumhorst served for a decade, he grew the country program from a small operation into one of ACDI/VOCA's largest field offices, demonstrating his ability to scale operations and build effective local partnerships. His work focused on empowering rural communities, strengthening agricultural value chains, and building the capacity of local institutions to drive sustainable development. These experiences deepened his expertise in managing multi-million dollar programs, navigating complex political environments, and building teams that deliver measurable impact.

A returned Peace Corps Volunteer, Mr. Blumhorst served - with his wife, Cathy - in Guatemala from 1988 to 1991, specializing in crop diversification and community development. This formative experience profoundly shaped his career trajectory and instilled a lifelong commitment to international service and cross-cultural understanding. He began his professional career as an institutional development intern at USAID in Washington, DC, gaining early exposure to the mechanisms of international development policy and programming.

In 2023, Mr. Blumhorst co-founded RPCV Ventures, a public benefit corporation that assists returned Peace Corps Volunteers in accessing, implementing, and scaling social impact business opportunities. The organization focuses on sectors including renewable energy infrastructure and sustainable agriculture, helping RPCVs translate their service experience into entrepreneurial ventures that generate both financial returns and social impact. He also co-founded the Global Peace Political Action Committee, which endorses and contributes to candidates who are committed to policies supporting international peace and development initiatives. Additionally, he serves as founder and principal of Blumhorst & Associates LLC, a boutique consulting firm in the Washington, DC–Baltimore area specializing in nonprofit strategy, fundraising, and organizational development.

Mr. Blumhorst serves on boards and advisory boards for multiple service organizations, including TCP Global, the National Museum and Center for Service, and CorpsAfrica. He is a founding member of Clearview Flying Club and is a private pilot with over 500 hours logged as pilot-in-command, including flying humanitarian missions in Guatemala. He volunteers monthly at the Capital Area Food Bank distribution center, maintaining his commitment to direct community service alongside his professional responsibilities.

Mr. Blumhorst has contributed thought leadership in his field through various channels. He publishes the Peace Corps Worldwide newsletter and RPCV book announcements, and has authored widely read commentary in outlets including The Hill and the Chicago Tribune, addressing topics ranging from international development policy to Peace Corps appropriations and the value of global service.

Mr. Blumhorst holds a Master of Public Administration with a focus on international and community development from the University of Missouri–Columbia, earned in 1987, and a Bachelor of Science in Agriculture with a specialization in economics from the same institution, awarded in 1985. His academic foundation in both agricultural economics and public administration has provided essential grounding for his career bridging technical development expertise with nonprofit management and policy advocacy.

His honors include the University of Missouri's Citation of Merit and the prestigious Faculty-Alumni Award, the highest honor bestowed by the University of Missouri Alumni Association. Earlier in his career, he received ACDI/VOCA's President's Award for Meritorious Service in recognition of his exceptional contributions to the organization's mission.

Mr. Blumhorst attributes his success to his rural Missouri upbringing, the empathy and global perspective gained through Peace Corps service, his commitment to servant leadership and community engagement, his Christian faith, and the unwavering support of his family. He and his wife, Cathy, reside in the Washington, D.C. area and have two adult children.
