Mr. Luan has established himself as an expert in technology, culminating in a distinguished 40-year career that spans some of the world's most influential companies. Most recently, he served as Senior Program Manager on the edge AI technology Coral team at Google from 2018 to 2025, where he contributed to advancements in artificial intelligence product development, from edge AI products Coral, open source AI model compiler OpenXLA, health AI models HAI-DEF, to AI accelerator chip design platform Coral NPU, focusing on developer advocacy, industry partnership, and help businesses adopting AI solutions and drive innovations.
Before he worked on AI, Mr. Luan served as a Regional Lead for Developer Relations at Google for a decade from 2008 to 2018. In this capacity, he played a pivotal role in managing Google developer programs to promote technology innovations, open source technologies, and building and nurturing developer communities across the Greater China Region, as well as supporting other Google programs across Asia Pacific. His leadership made a significant contribution in expanding Google's reach and influence throughout the region.
Before joining Google, Mr. Luan spent a decade at Microsoft from 1998 to 2008. He first worked on software product development as a Program Manager at the Windows CE and Windows Embedded teams, managing the product release for those products for more than six years, contributed in making these products successful in wide industry adoptions. He later became the Lead Program Manager at Microsoft HQ business team, managing enterprise executive briefings; it culminated in managing the hosting of visiting Chinese president Hu Jingtao's visit to Microsoft in 2006.
Earlier in his career, Mr. Luan was a product manager at Motorola from 1996 to 1998, made significant contributions to the first generation of two-way pager product. This innovation allowed users, including doctors, police officers and firefighters, to respond directly to messages. This advancement proved invaluable for saving lives during emergencies, including during the September 11th attacks, when mobile networks were saturated, firefighters and policemen relied on those pagers to coordinate rescue efforts.
From 1993 to 1996, Mr. Luan worked as a senior software engineer at Attachmate, where he contributed in the development of leading enterprise computer systems connectivity solutions and products for large organizations.
Before working on software and high tech products, Mr. Luan worked for several companies in the heavy industry sector for nearly a decade in his early career, contributed in the industry's transformation in automation and computer systems adoption for manufacturing. This included his roles as an electrical engineer at Siemens and Whesole Coggins from 1991 to 1993, where he developed factory automation control software. Additionally, he worked at Reynolds Metals Company from 1988 to 1991 and at Owens-Illinois Inc. from 1985 to 1988, where his professional journey began. Mr. Luan developed several important manufacturing automation control systems in these companies, helped these company's efforts in automation and computer systems adoptions in their manufacturing processes. At Reynolds Metals, he developed and installed nearly a dozen state-of-art automation control systems for the soaking-pit aluminum sheet manufacturing process in a factory in Sheffield, AL, where more than 500,000 tons of aluminum sheets have been produced annually for making soft drink cans used by millions of consumers nationwide.
Throughout his career, Mr. Luan has been recognized with numerous awards from Google, Microsoft, and other companies, and the Chinese American engineering society CIE-USA. He is also an active member of IEEE, reflecting his commitment to professional excellence within the engineering community. He has been a frequent speaker at many key industry technology conferences, including Google I/O, Microsoft TechEd and WinHEC, etc. (presentations at 2019, 2021, 2022 Google I/O).
Mr. Luan's academic foundation was laid at Southern Illinois University at Edwardsville, where he earned both a Bachelor of Science in Electrical Engineering in 1984 and a Master of Science in Electrical Engineering in 1985. He received the SIUE Friends of Lovejoy Library Award in 1984, for his contribution to making the library's Audio Visual Lab usage tracking program while as a student worker there.
Mr. Luan has also contributed to academic literature through his knowledge and experience by authoring two books, "Software Development Project Management" published by Shanghai Jiaotong University Publisher in 2005, and "Microsoft 360," published by Electronics Industry Press in China.
Beyond his professional accomplishments, Mr. Luan has demonstrated a strong commitment to civic engagement and philanthropy. The employees at Microsoft elected him to be the first Board Chairman of Chinese Employees at Microsoft (CHIME) in 2002, for leading employee's community for collaboration, career development, and annual charity donation drives. He has been serving on the board of the Southern Illinois University Edwardsville Foundation and established a STEM and arts scholarship endowment in his and his wife's name, The Bill and Jean Luan's STEAM Scholarship, sponsored two students annually for nearly a decade. He was inducted into the Southern Illinois University Edwardsville Alumni Hall of Fame in 2016, featured by the university's alumni association that same year.
A passionate landscape photographer, Mr. Luan's hobby has lead to his photography being selected by both Microsoft and Google to be used in their products. His photo of Crater Lake, Oregon, was selected for Windows Vista North America Edition wallpaper in 2006, and at Google, where nearly a dozen of his photographs have been featured globally on Google TV, Chromecast, and Android devices since 2018 (his photo submissions for Google include the selected images: 2018, 2020, 2022, 2023).
Born in Shanghai, Mr. Luan enjoys travel and photography, which have enriched both his personal life and his creative endeavors. He is married with two sons: his elder son is a Forbes 30 Under 30 honoree who leads a science research startup, while his younger son served in the Peace Corps before becoming director of sales at Boeing.
Having recently retired, Mr. Luan remains engaged with his alma mater's foundation and is dedicated to further charitable work, with aspirations to make future philanthropic or business consulting contributions.
