In his current capacity as a data analyst and senior decision support analyst at Highmark Health since 2023, he manages reporting package responsibilities for the Encompass team. His work includes creating programming to empower sales teams with data-driven client presentations, comparing client profiles across multiple health care benefit metrics and measuring outcomes for up to nine chronic conditions. He is responsible for reviewing additional coverage measurements and product performance metrics, conducting data discovery to integrate internal database sources and reduce manual transcription, finalizing data-integration work to streamline reporting workflows and supporting updates to pharmacy-focused reporting products. He also designs detailed test plans to ensure accuracy and reliability of all program outputs, re-testing and validating results when uncertainties arise to maintain data integrity.

Prior to his tenure at Highmark Health, Mr. Mann served as a data analyst at MATRIX Resources from 2022 to 2023, where he continued to refine his expertise in predictive analytics and statistical modeling. From 2021 to 2022, he was a data scientist at Innovim Defense Services, Inc., applying advanced machine learning applications and report design for government clients. During 2022, he held the role of senior statistician at ALKU for PM Solutions, contributing to high-level statistical analysis projects.

From 2020 to 2021, Mr. Mann worked as a statistician at Mayvin, Inc., focusing on government data projects that required rigorous analysis and trend detection. In 2020, he was a SAS developer at Blue Ally, where he performed maintenance coding on existing frameworks and updated established systems. His earlier role as a data scientist at INNOVIM Defense Services from 2019 to 2020 further solidified his reputation for building statistical models for forecasting and analyzing complex datasets.

As a data architect at Cornerstone Defense from 2018 to 2019, Mr. Mann was instrumental in designing robust data architectures for secure environments. He previously served as a senior analyst at Cherokee Nations Technology from 2017 to 2018, where he provided analytical support for federal contracts.

Between 2012 and 2017, Mr. Mann was a data architect at Advanced Software Systems, developing scalable solutions for diverse clients. His expertise in financial analysis was honed during his time as a SAS consultant at FIA Card Services from 2011 to 2012 and as a senior consultant at Deloitte Consulting in 2011.

Mr. Mann's experience in health care analytics includes his role as a data analyst at Blue Cross Blue Shield of Massachusetts from 2010 to 2011 and as a lead specialist at Highmark Blue Cross/Blue Shield from 2008 to 2009. He contributed significantly as a SAS developer for the Naval Cyber Defense Operations Command in 2010, where he developed intelligence process programs that identified potential threats to the fleet, a professional achievement he regards with particular pride.

Mr. Mann's service with the United States Coast Guard National Pollution Funds Center from 2009 to 2010 involved acquisition systems work that remains one of his most fulfilling accomplishments. During this period, he also supported the Centers for Medicare & Medicaid Services as a SAS developer from 2009 to 2010, leading writing efforts during staff shortages and ensuring critical staffing analysis tasks were completed for hospitals.

Mr. Mann's earlier roles include serving as a SAS developer at Value Medics Research/IMS from 2007 to 2008 and as a SAS consultant at FTI Consulting from 2006 to 2007. Throughout these positions, he demonstrated expertise in applying predictive analytics, building statistical models for forecasting and writing programs for daily operational needs.

Mr. Mann's career is further distinguished by his contributions as a statistical programmer with the Financial Crimes Enforcement Network at the United States Treasury Department and by his early work in employee health care surveillance and registry maintenance within DuPont's epidemiology division. He is recognized for his membership in industry-related organizations such as SAS SESUG and holds the distinction of being a member of the Thirty-second Degree, Scottish Rite Freemasonry.

Mr. Mann's academic background has been foundational to his professional success. He earned a Master of Science in analytics with concentrations in business analytics and data science from Capella University. He holds a postgraduate diploma in information technology from the University of Liverpool in Liverpool, United Kingdom (2004) and received a Bachelor of Arts in political science and government from the University of Delaware (1977). His commitment to lifelong learning is reflected in his completion of the Certificate in Generative AI from Microsoft (2025), along with certificates in data science and business analytics and an immersion program in artificial intelligence from Texas McCombs School of Business.

Mr. Mann attributes much of his success to an inquisitive nature cultivated since childhood, a quality that has driven him toward continuous education rather than conventional paths. With two decades dedicated to secondary and postgraduate education, he has acquired substantial knowledge that informs his current work. He leverages artificial intelligence tools within corporate compliance guidelines to assist with program writing, syntax troubleshooting and modeling.

Beyond his professional achievements, Mr. Mann has demonstrated civic commitment through leadership roles with Scouting America (Boy Scouts of America). He has been recognized with several awards including the Salesman of the Season Award from Radio Shack, distinction awards throughout his academic journey, graduation with distinction and attainment of Eagle Scout status.

In his personal life, Mr. Mann enjoys traveling, collecting model and toy trains and playing guitar. He is married to Louise and has one daughter. Looking ahead, he intends to dedicate more time to volunteer work with Scouting America while also connecting with nonprofits and charities that require assistance building their data capabilities. As he approaches retirement age, he remains eager to support small and medium-sized businesses by teaching them how to optimize their operations through practical applications of financial and operational analytics, particularly using accessible tools such as Microsoft Excel, and by helping tradespeople better manage their resources year-round through improved sales forecasting techniques.
