Ms. Harper has established a distinguished career in mental health and substance use treatment. Since 2025, she has served as the owner and psychotherapist at HBL Therapy Center, where she oversees clinic operations and manages business administration while maintaining strong relationships with key community stakeholders. Her daily responsibilities include working closely with individuals from the corrections population; collaborating with case managers, parole agents and probation clinics; and conducting psychotherapy sessions for individuals, families and couples. She is recognized for her passion, compassion and unwavering commitment to holding unconditional positive regard for others — qualities that have defined her professional journey.

Prior to founding HBL Therapy Center, Ms. Harper spent four years facilitating drug treatment groups within the department of corrections, providing critical support to some of the most vulnerable populations and helping clients navigate complex challenges related to substance use and rehabilitation. She previously operated as a psychotherapist in a private practice, where she delivered individualized care tailored to the unique needs of her clients.

Earlier in her career, Ms. Harper served as a social worker with county human services, addressing a broad spectrum of client needs within the community. Additionally, she worked as a social worker in adult psychiatric hospitals, where she gained valuable insight into acute mental health care and crisis intervention.

Instrumental in shaping Ms. Harper's career achievements was her academic background, which began with dual bachelor's degrees from the University of Wisconsin-Madison: one in social welfare and another in African American studies. She subsequently earned a Master of Social Work in mental health from the same institution. In addition to her formal education, she holds certifications in moral reconation therapy (MRT), eye movement desensitization reprocessing (EMDR) therapy and substance use treatment.

Throughout her life, Ms. Harper has drawn strength from her experiences growing up as part of a Black family in the suburbs of Chicago, crediting her parents for their resilience and guidance despite facing significant challenges. Her faith in God has been an enduring source of protection and perseverance during difficult times. In her professional pursuits, she aims to reach as many people as possible, including those she employs, to help enhance the human condition and increase the pleasure in individuals' lives while reducing their pain.

Beyond her clinical work, Ms. Harper's commitment to service extends through active involvement with civic-minded organizations. She served as the co-chair of the Mental Health Treatment Coordination Committee at a methadone clinic from 2016 to 2017 and was a communication board member for the department of corrections from 2014 until 2015. She has also contributed as a board member on the County Overdose Review Committee for four years and has supported local shelters through various initiatives.

Looking ahead, Ms. Harper envisions expanding HBL Therapy Center by opening additional locations, particularly targeting underserved populations in neighboring states such as Minnesota and Illinois.
