Dr. Cummings was born in Amarillo into a family dedicated to public service; his father serves as a federal judge in Lubbock appointed by President Ronald Reagan, while his mother is a nurse who completed her studies at Scott & White Memorial Hospital. In the same institution, Dr. Cummings later pursued his residency and fellowship training. His wife, Dinah, is a professor at Angelo State University and actively participates with the Laura Bush Institute for Women's Health, further reflecting their shared commitment to education and health advocacy. Together they have three daughters.

In addition to his professional pursuits, Dr. Cummings enjoys playing tennis, working on his ranch and spending quality time with his family.
