From 2018 to 2022, Ms. Tierney also served as co-director at Johns Hopkins University, where she contributed her expertise to academic leadership and program development.
Before transitioning to the private sector, Ms. Tierney spent approximately 25 years in public service, managing child welfare operations across Maryland, Washington, D.C. and Illinois. As director of the Baltimore City Department of Human Services from 2008 to 2017, she oversaw critical programs aimed at protecting children and strengthening families throughout the city. Her leadership was instrumental in driving reforms and improving service delivery for vulnerable populations.
In 2007, Ms. Tierney held the position of deputy commissioner for the City of Chicago, following her tenure as deputy director from 2003 to 2007 and deputy commissioner from 2003 to 2006. In these roles, she managed large teams and complex systems within Chicago's Human Service Agency, focusing on policy implementation and operational excellence.
Her earlier experience includes serving as deputy director at the District of Columbia Child and Family Services Agency in 2002, where she contributed to significant improvements in agency performance and outcomes for children.
Ms. Tierney's career trajectory was further shaped by her fellowship at The Annie E. Casey Foundation in 2001. Currently, she is pursuing a master's degree in fine arts and writing at Johns Hopkins University.
