Marked by her commitment to innovation, compassion and effective leadership, Ms. Martin has built a distinguished career spanning more than three decades in information technology and public service. Her professional journey began in 1993 at the United States Department of Housing and Urban Development (HUD) in Washington, District of Columbia, where she served as a senior information technology (IT) project manager within the Office of the Chief Information Officer until 2008.
In this capacity, Ms. Martin was responsible for overseeing critical technology initiatives that supported the department's mission by leading software development, operations & maintenance, and modernization of major HUD application systems. Her work consistently ensured operational efficiency and directly contributed to ensuring financial management and services for constituents and employees. She managed the HUD Central Accounting Process System (HUDCAPS) to ensure processing of $326 billion annually, leading multiple teams up to $75 million, collaborated with the Office of the Chief Financial Officer to meet compliance with both internal and external adherence, and managed the HUD payroll system for the payment of nearly 9,000 employees. All are proud points and major milestones in her career as a professional IT Project Manager (PM).
From 2008 to 2023, Ms. Martin excelled as the senior PM and advisor for the Office of Housing's Multifamily Housing Programs at the U.S. Department of Housing and Urban Development (HUD). During this period, she played a key role in managing and modernizing systems, including those that support low-income elderly individuals and disabled persons. Notably, she held a pivotal role as Sr. Project Manager leading the enhancement of the Tenant Rental Assistance Certification System, which facilitates access to Section 8 housing for vulnerable populations. Her efforts focused on making these systems more effective for both departmental operations and recipients, reflecting her dedication to public service and ability to lead impactful projects from behind the scenes.
In 2009, Ms. Martin was designated as a senior project manager for Office of Housing Federal Housing Administration's Modernization initiative. She led other major initiatives for Multifamily Housing Programs, where she provided strategic guidance on technology integration, budget management and process improvement until 2023. She assumed the position of Acting Director, overseeing Multifamily Housing Programs, both headquarters and regional locations. She led large IT teams through periods of transition with a focus on collaboration, cybersecurity oversight and observant leadership.
Ms. Martin's most recent federal appointment was as a senior program manager from 2024 to 2025. In this role, she continued to drive modernization initiatives and program efficiency while fostering a culture that valued listening, support and empowerment over traditional top-down management approaches.
Since retiring in 2025, Ms. Martin has dedicated herself to entrepreneurial pursuits, working toward establishing a limited liability company that focuses on technology and artificial intelligence (AI) solutions for small businesses. Drawing on her personal experiences in caring for a family member with dementia, she is also considering offering senior transition services such as referrals for memory care or nursing homes. Her future plans include integrating AI with risk auditing to help organizations enhance their productivity and align with evolving technological trends, as well as training young people to succeed in an increasingly automated world.
Before venturing into public service, Ms. Martin pursued higher education at Alabama A&M University, earning a Bachelor of Science in computer and information sciences in 1988. Her early interest in data processing and computer information systems guided her toward a career that would allow her to improve processes and develop systems for the benefit of others. Throughout her professional life, she has remained fascinated by advancements in information technology, and now, her intrigue lies particularly in opportunities and possibilities that come with artificial intelligence.
Dedicated to the ideals of lifelong learning, Ms. Martin completed leadership coursework at Yale University, American University and Cornell University. She was also recognized as an excellence in government fellow of the Partnership for Public Service in 2007, certified as a chief information officer by the National Defense University College of Information and Cyberspace (CIC) and in project management by The George Washington University School of Business.
Civic engagement has long been a central part of Ms. Martin's life. She has served as a member of the Association for Federal Information Resources Management from 2016 to 2021 and was co-chair of the Leadership Advisory Board for Partnership for Public Service from 2018 to 2023. At Fort Foote Baptist Church, she has contributed as both a musician and strategic budget advisor for the music ministry since 2010 and chaired the IT committee from 2017 to 2019.
Furthermore, Ms. Martin co-founded and oversaw the Leadership Collaborative from 2008 to 2010 and remains active as an ambassador for Alabama A&M University(AAMU) Bulldog Connect. She served as vice president of the Washington, DC Metro Area Alumni Chapter of the AAMU National Association. She was an integral part of the strategic planning serving on the AAMU 150th Sesquicentennial Anniversary's Arts & Culture Committee as the university strived to raise an overall $150 million. Her outstanding contributions extend to fundraising, event planning and strategic planning for area high school scholarships both academic and athletic. She was recognized by AAMU with the William Hooper Councill Award in 2022, as well as multiple accolades from HUD.
A proud mother of one daughter and two sons, Ms. Martin enjoys playing the piano and organ, singing, listening to music of various genres, and participating in sports activities. Known for her compassion, ambition and considerate nature, she values networking and supporting others both professionally and personally. Now enjoying retired life after decades of public service, she continues to lead quietly but effectively through the entrepreneurial sector and beyond.
