Mr. Reed has established a distinguished career spanning four decades in the nuclear power industry, holding such positions as a Nuclear Programs Manager, Emergency Preparedness Manager, Machinery Division Supervisor, Engineering Watch Supervisor, Nuclear Plant Operator, and Principle Nuclear Consultant. His expertise on safety was utilized as a member of plant's nuclear safety review boards, as well as when serving as audit team leader on several nuclear safety culture assessments performed at nuclear stations around the country, including at the recently completed Vogtle Nuclear Power Station in Georgia. This culminated in his retirement as nuclear manager, engineer and nuclear operations overseer at the Salem – Hope Creek Nuclear Power Station in New Jersey in 2017. In this capacity, he oversaw the quality assurance programs and the nuclear safety culture for all three nuclear units at the facility. His leadership and technical expertise were instrumental in maintaining rigorous safety and operational standards.

Earlier, Mr. Reed contributed significantly to the Washington Public Power Supply System, now known as Energy Northwest, at the Columbia Nuclear Station in Washington State. He held key positions, including corporate emergency planning, safety and health manager, and emergency planning safety and health manager. In these roles, he managed three separate departments, the emergency planning group, the industrial safety group, and the occupational health group, which served not just the Columbia Nuclear Station but all company facilities, including the Packwood Hydroelectric Plant. In doing so he ensured each program met all NRC, FEMA and OSHA regulatory requirements in concert with State and Local officials. While there, he developed and implemented comprehensive emergency response strategies to protect plant personnel and the surrounding community.

In addition to his work within established organizations, Mr. Reed owned and operated a consulting company that provided expert guidance on nuclear plant operations and emergency planning. For ten years, his consultancy allowed him to share his extensive knowledge with a broader range of clients across the industry.

Mr. Reed's professional journey began with six years of service in the United States Navy as an E6 first-class machinist mate aboard nuclear submarines. This military experience laid the foundation for his expertise in nuclear technology and operations. During his service, he received several awards and letters of commendation from the commander of the Atlantic Fleet, recognizing his dedication and technical proficiency.

Throughout his career, Mr. Reed achieved national recognition for his contributions to the nuclear industry and particularly to the nuclear quality assurance standards. He received numerous recognitions over the years from the Institute of Nuclear Power Operations for development of emergency preparedness and quality assurance policies as well as conducting educational seminars for his peers. He also served on national standards committees for nuclear power, playing a pivotal role in developing the industry's Nuclear Quality Assurance Program, as documented in ASME NQA-1. Every nuclear station in the country has adopted this standard and continues to use it as the cornerstone of their quality assurance programs. Additionally, he was a key participant on the American National Standards Institute Committee for ANSI N45.2, another essential quality assurance standard that complements NQA-1. His involvement in these committees included attending numerous meetings and conferences that shaped industry-wide practices still in use today.

Mr. Reed's expertise in nuclear plants and emergency planning is widely acknowledged within the field. He has received several letters of appreciation from local emergency operations centers around the country for his efforts to enhance public safety and preparedness in their communities.

His prior professional affiliations included the American Nuclear Society, the American Society for Quality, the Health Physics Society, as well as others. His current professional affiliations include membership in the Veterans of Foreign Wars and the Submarine Veterans Association, reflecting both his military background and ongoing commitment to supporting fellow veterans.

Mr. Reed's academic credentials include a Bachelor of Science in Nuclear Technology from Pacific Western University, which provided a strong theoretical foundation for his practical achievements in the nuclear sector. He is also submarine qualified, a certification that underscores his advanced technical training and operational competence.

Beyond his professional pursuits, Mr. Reed has demonstrated a commitment to civic engagement by volunteering and developing the plans for a local community project that had to meet State Environmental Protection Agency regulations, contributing to initiatives aimed at environmental stewardship.
