INDEPENDENCE, CA, February 20, 2026 /24-7PressRelease/ -- Vincent Leal has been selected for inclusion in Marquis Who's Who.
Mr. Leal began his career in public service in 1999 when he was hired by the City of Los Angeles, as a Traffic Officer. In 2002, Mr. Leal decided to change his career path and began a Lineman Apprenticeship program with Los Angeles Department of Water and Power. Mr. Leal became a Journeyman Lineman in 2006 working on the electrical distribution system. Maintaining the distribution system required Mr. Leal to climb poles and work on energized wires ranging from 120 volts to 34,500 volts, along with their associated hardware. As a Journeyman Lineman, Mr. Leal spent a few years on a training crew where he helped train the next generation of Apprentice Linemen some of whom have since been promoted to his level and into Foreman Roles.
Mr. Leal accepted a promotion to Patrolman in 2012, becoming a first responder for power outages. In one instance, Mr. Leal responded to a power outage in which a truck carrying a load of hay went off the road, hit a power pole, and a hotel then caught fire. Working with Sheriff Deputies and Firefighters he helped secure the area to keep the public safe while creating a safe space for his crew to work. Mr. Leal then began making calls for equipment, crews and materials needed to restore power. While remaining a Patrolman, Mr. Leal moved laterally into the Transmission Section. As a Patrolman in Transmission, Mr. Leal helps to maintain electrical towers, wires and right-of-way across California, Nevada and Utah. When Los Angeles Department of Water and Power began its HEC (Human External Cargo) program, Mr. Leal was among the first class of qualified volunteers to help launch the program. The HEC program uses helicopters with longlines attached beneath to transport Patrolmen, tools and materials to towers not easily accessible for maintenance.
In addition to his technical proficiency in line work, Mr. Leal is recognized as an expert in mural painting. He is currently working on a significant mural — a 76-foot-long, 16-foot-high depiction of Inyo County history — which he is donating to the community. Among his completed works, he holds particular pride in the "Social Media Mural," which celebrates local community members and landscapes through images selected from a community photo contest held by Mr. Leal, and features smartphone screenshots of social media posts floating in clouds. A mural recently completed by Mr. Leal titled "Ambiance of Reverie" depicts a mildly surreal landscape where the water falling from a lake is followed into an underwater scene. The mural is part of a series of paintings titled "Ambiance of Reverie," about an ongoing daydream in which Mr. Leal, aka Vin (because he signs his artwork as Vin), can have creative, improvised art adventures.
Mr. Leal has also participated in the Lone Pine Film Festival — founded in 1989 to pay tribute to the producers, directors and actors who created films in the Eastern Sierra region — and is an active member of the Inyo Council for the Arts, further demonstrating his engagement with historical community events and local culture.
Mr. Leal's educational journey has been largely self-directed, relying on personal discipline and experiential learning rather than formal academic credentials. Reflecting on his storied journey thus far, he attributes his success to continually challenging himself, exploring new creative directions and sharing his art with others. He believes that growth comes from a philosophical approach to understanding the world through sensory experience — a perspective he developed during his teenage years. Supplementing his self-taught background with courses, videos and books, he has focused on acquiring the skills necessary for achieving specific artistic expressions and learning through new experiences.
Outside of his professional pursuits, Mr. Leal enjoys walking with his dogs, learning to read music, and practicing piano. In the coming years, he plans to retire from his position as a Lineman and transition fully into fine art sales, seeking recognition as a fine artist whose work is valued for its unique creative vision. He intends for his art to become his brand and aims to secure representation by an art agent to support this next phase of his career.
