In his role as the general foreman, Mr. Filitaula oversees daily staffing to ensure full coverage of all routes and service areas. He also manages mechanics and vendor relationships for timely repairs and preventive maintenance, maintains fleet safety and regulatory compliance and directs procurement and lifecycle planning for critical equipment and assets.

Prior to his current executive leadership role, Mr. Filitaula built a robust foundation in municipal operations through a series of progressively responsible positions. He began his tenure with Solid Waste Services as a swamper and refuse equipment operator, roles that provided firsthand experience with frontline challenges and customer needs. Advancing to field route supervisor and operations supervisor, he focused on optimizing route performance, enhancing safety protocols, and fostering team development within a complex citywide system.

As the general foreman for multiple years, Mr. Filitaula managed daily operations, workforce logistics and service reliability before being appointed acting director and subsequently director of Solid Waste Services. In these senior roles, he led regulatory compliance initiatives, budgeting processes, capital planning efforts and strategic improvements that elevated the utility's performance and community impact.

Mr. Filitaula's expertise extends beyond municipal operations into diverse sectors, including aviation supply chain management, logistics, inventory control, warehouse operations, equipment service, industrial tire work, seafood-processing leadership, and high-volume logistics with organizations such as NC Machinery and Wilder Construction. He further honed his skills in inside sales and retail operations at TrailerCraft, Western Peterbilt, The Home Depot and AAFES.

At the outset of his professional journey, Mr. Filitaula contributed four years of honorable service as an infantryman (0311) in the United States Marine Corps from 1986 to 1990. The discipline, resilience and mission-driven mindset instilled during his military tenure continue to inform his approach to leadership under pressure and his unwavering commitment to accountability.

Throughout his career, Mr. Filitaula has demonstrated exceptional skill in building strong teams, stabilizing complex systems and delivering results in fast-paced environments where operational excellence is paramount. He is recognized for developing leaders at every level of an organization while driving Lean-based improvements that enhance safety, quality and performance. His recent receipt of the Above & Beyond Award from Mayor Suzanne LaFrance in February 2026 stands as a testament to his steady leadership during challenging operational periods and his dedication to both team members and the broader community.

Mr. Filitaula's academic achievements have played a pivotal role in shaping his professional success. He earned a Master of Business Administration from the University of Arizona Global Campus in 2024, a milestone accomplished while balancing full-time leadership responsibilities and family commitments. This advanced degree built upon his Bachelor of Applied Science in Business Administration and Management from Charter College in Anchorage in 2022.

In addition to his academic credentials, Mr. Filitaula has continually strengthened his professional expertise through a series of industry-recognized certifications. In 2020, he became a Certified Collection Systems Professional through the Solid Waste Association of North America, followed by earning the Certified Transfer Station Systems Manager designation in 2021. That same year, he also completed The 7 Habits of Highly Effective People® knowledge certificate with FranklinCovey. In 2022, he expanded his technical skill set by earning a certificate in Hazardous Waste Operations & Emergency Response from Environmental Management Incorporated.

Mr. Filitaula attributes his success to his perseverance and to the collective effort of the dedicated teams he has led as well as the steadfast support of his family. He credits his wife of nearly three decades for being a constant source of strength throughout his journey. He also draws deep inspiration from his children, whose achievements reinforce his commitment to lead with integrity and purpose.

Motivated by formative lessons from a family grounded in Samoan and Tongan values — principles that emphasize service, responsibility, teamwork, and the well-being of the community — Mr. Filitaula was naturally drawn to municipal operations. Inspired by professions where leadership produces tangible impacts on people's daily lives, he has consistently pursued roles in which accountability and results matter most.

Beyond his professional responsibilities, Mr. Filitaula is deeply engaged with civic organizations that advance cultural pride and veteran empowerment. As the vice president of the American Samoa Brotherhood since 2024 and chairman of its legislative committee, he champions initiatives that promote cultural preservation, education reform, health improvement, labor advocacy, governance transparency and respect for constitutional values among American Samoans worldwide.

Additionally, Mr. Filitaula has served as the regional commander representing American Samoa for Region 16 with Native American Indian Veterans since 2025. He works alongside regional leaders to empower Native veterans through advocacy programs focused on education and community engagement.

Mr. Filitaula's dedication and impact have earned him widespread recognition. His accolades include the Above & Beyond Award presented by Mayor Suzanne LaFrance in 2026, a nomination for Veteran of the Year by the State of Alaska in 2023, and multiple Work Unit and Work Group of the Year honors presented by Mayors Matt Claman, Dan Sullivan and Ethan Berkowitz.
