Before his work in Arizona, Mr. Fischer was the vice president of compliance and chief compliance and privacy officer at Clear Spring Health from 2020 to 2022. Mr. Fischer spent the majority of his career at Health Care Service Corporation, serving as vice president of program oversight at Blue Cross and Blue Shield of Illinois, Montana, New Mexico, Oklahoma, and Texas. There, he provided leadership in program management and regulatory compliance during a period of significant industry transformation. From 2013 to 2016, he was divisional vice president at the same organization. This tenure is marked by significant achievements, most notably his leadership in implementing Affordable Care Act plans across five states during his 27-year association with Blue Cross entities. This complex initiative required the development of new products, coordination with state authorities and the Centers for Medicare & Medicaid Services for application filings, actuarial rate setting that accounted for federal subsidies and meticulous management of all required filings to secure essential federal funding. Mr. Fischer regards this accomplishment as one of the most challenging business implementations undertaken by the organization.

Mr. Fischer's earlier career includes serving as director of regulatory compliance, internal controls and governance at Hallmark Services Corporation from 2008 to 2013 after being promoted from senior manager of regulatory compliance and risk management, where he served from 1997 to 2008. His professional journey began at Trustmark Companies as a claims examiner and processor and a claims supervisor. These formative roles provided him with foundational experience in claims processing and supervision that would underpin his later success.

Mr. Fischer entered the insurance profession after an initial stint with a car rental company left him seeking more meaningful work. Starting as an entry-level claims examiner and processor at Trustmark Companies, he steadily advanced through increasingly senior roles over more than three decades.

Mr. Fischer's academic background includes a Master of Business Administration from National Louis University, earned in 2003, and a Bachelor of Science in public policy administration from the University of Wisconsin-Whitewater, completed in 1988. He also holds several professional certifications, including a health insurance associate from the Health Insurance Association of America and a certificate from the Chicago Booth Executive Education program, along with serving on the associate board of ambassadors for the American Cancer Society for two years.

Beyond his academic training, the values instilled by his upbringing have played a pivotal role in shaping Mr. Fischer's approach to leadership and achievement. Influenced by his father—a successful doctor who emphasized education—Mr. Fischer developed a strong work ethic early on.
