His selection reflects his professional stature, demonstrated impact, and sustained prominence in his field.

Dr. Butler currently serves as vice president of cyber science outreach and partnerships at Capitol Technology University, a role he has held since 2024. In this capacity, he leads initiatives that connect the university with middle schools, high schools, community colleges, nonprofit organizations, and civic groups, broadening access to science, technology, engineering, and mathematics. His work emphasizes expanding opportunities for nontraditional and underrepresented students, and he collaborates with organizations such as Black Girls Code and Women in Cyber to advance STEM equity. He also organizes immersive on campus experiences—including rocketry demonstrations and mathematics escape rooms—to inspire visiting students.

His current leadership builds on more than two decades of academic service at Capitol Technology University. From 2021 to 2024, he served as vice president for academic affairs, ensuring that academic programs remained aligned with workforce needs and championing the integration of artificial intelligence into cybersecurity education. Prior to that, he chaired the university's cybersecurity program from 2013 to 2021, guiding students from their first courses to successful careers, often before graduation. He regards the gratitude expressed by graduates and their families as among the most meaningful rewards of his career. Dr. Butler began his teaching journey as an adjunct professor from 2002 to 2013, discovering a passion for educating professionals from organizations such as the National Security Agency (NSA) and NASA.

Dr. Butler's academic leadership is grounded in a distinguished 30 year military career. He served as a communications information systems officer in the United States Marine Corps from 1985 to 2015, including nine and a half years on active duty followed by reserve service. His military experience provided the technical foundation and leadership discipline that shaped his subsequent civilian roles.

Across industry, academia, and government, Dr. Butler has held a range of technical and executive positions. He served as a senior systems engineer at IR Technologies from 2009 to 2014, contributed as a seminar leader for the Command and Staff Course at Marine Corps University from 2007 to 2012, and worked as deputy chief technology officer at USCENTCOM J 6 from 2005 to 2008 during operations OEF and OIF . Earlier roles included engineering manager at Sprint (now T Mobile USA Inc.) from 1996 to 2005 and senior consultant at Booz Allen Hamilton from 1994 to 1996.

His educational background reflects a lifelong commitment to professional growth. Dr. Butler earned a Doctor of Science in cybersecurity from Capitol Technology University in 2016, a Master of Science in strategic studies from the U.S. Army War College in 2005, and a Master of Science in telecommunications management from the University of Maryland Global Campus in 1997. He began his academic journey with a Bachelor of Science in computer science from Brenau University in 1985. He has also pursued extensive professional training, including LinkedIn's "LLM Foundations: Building Effective Applications for Enterprises" in 2024, FEMA ICS 700 and ICS 100, a Cellebrite CCO certification in 2018, and multiple information assurance and CISO related credentials from the National Security Agency and National Defense University in 2012. Dr. Butler's research focused on countering illegal intercept and preserving consumer cell phone privacy.

Dr. Butler's contributions extend to national cybersecurity policy and standards development. He contributed to Appendix F: Security Reference Model (SRM) for the Federal Enterprise Architecture Framework Version Two, published by the U.S. Office of Management and Budget in 2013. He also contributed to the NIST Cloud Computing Public Security Working Group's white paper Challenging Security Requirements for the U.S. Government Cloud Computing Adoption (2012), and he played a key role in developing NIST SP 500 299: Cloud Computing Security Reference Architecture.

Throughout his career, Dr. Butler has been guided by a personal code rooted in reliability, integrity, and respect. He emphasizes valuing time, honoring commitments, and treating others with dignity. He is known for leveraging his extensive professional network to support colleagues and students, believing that strong relationships are central to both effective leadership and lasting impact. He has always adopted a collaborative leadership style focused on mission success.

His civic engagement reflects this same ethos of service. Since 2021, he has been an active member of the Military Cyber Professionals Association (MCPA). He has volunteered as a CAC commissioner and program evaluator with ABET since 2019, served as a senior fellow with CSFI since 2015, and supported initiatives such as the Innovative Micro Scholarship Portal at University of the People beginning in 2013. His humanitarian commitments include disaster relief with Team Rubicon, economic empowerment through Kiva and GiveDirectly, and support for Water.org, the Clinton Global Initiative, and organizations promoting diversity in STEM. He also supports Chapter Five of the National Montford Point Marine Association Inc., honoring the legacy of the first African American Marines.

Dr. Butler's achievements have been recognized through numerous awards, including the Top Cyber News Magazine Spotlight in 2024, the SC Media Leadership Award for Outstanding Educator in 2021, and Fulbright Specialist designations in 2017 and 2023. He is a member of several academic honor societies, including Golden Key International, Delta Mu Delta, and Upsilon Pi Epsilon, and has earned multiple military awards throughout his service, including the Joint Service Commendation Medal.

In his personal life, Dr. Butler honors the memory of his late wife of 28 years, Juanita, whose inner strength and moral courage remain a guiding presence. He is the father of Ronald and the grandfather of Jaden and Madison, who represent the legacy of values he has worked to uphold. He credits his accomplishments to the unwavering support and example of his parents, William H. Butler Sr. and Eva Mae Butler, and his seven siblings Charles, Robbie, Walden, Kathleen, Jerry, Alvin, and Sandra.

In his spare time, Dr. Butler enjoys reading about history, particularly African and Roman civilizations, and exploring emerging technologies. Looking ahead, his dream job is to manage philanthropic funds that distribute resources to people with bold ideas to benefit humanity.
