WASHINGTON, D.C., April 21, 2026 /24-7PressRelease/ -- Coby G. Sammis has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Mr. Sammis currently serves as vice president of government affairs at the National Ocean Industries Association, which strives to create and implement solutions that advocate for responsible development of America's abundant resources while protecting workers, communities, and the environment. In this capacity, he leverages his expertise in lobbying, building coalitions, and developing strategies that advance the interests of the offshore energy industry. His leadership has been vital in shaping policy discussions and fostering collaboration among company stakeholders.

Prior to joining the National Ocean Industries Association, Mr. Sammis excelled as a senior policy advisor within the United States House of Representatives in 2025. During his tenure, he played a pivotal role in advancing legislative priorities and advising on complex policy matters. Also a senior legislative assistant from 2024 to 2025, he contributed to the development and passage of key legislation including authoring the Federal Register Modernization Act, which allowed the government to better utilize technology to inform the public on important matters and was passed by unanimous vote and enacted on January 3, 2024.

From 2023 to 2024, Mr. Sammis served as a legislative assistant for the House of Representatives, where he provided critical support in drafting bills and managing constituent communications. His earlier experience as a legislative correspondent from 2021 to 2023 further honed his skills in policy analysis and stakeholder engagement.

As a field representative serving on behalf of the Lake Charles-Jennings Area in Louisiana within the House of Representatives, Mr. Sammis built relationships with local communities and facilitated outreach initiatives, which were vital in response to Hurricanes Laura and Delta. He began his career at The Southwest Louisiana Economic Development Alliance, first as the director of special projects from 2017 to 2018 and then as a research coordinator in 2018. Each of these roles helped him develop a strong foundation in economic development and project management that he continues to utilize at the National Ocean Industries Association today.

Mr. Sammis' commitment to public service is equally evident from his time as a program specialist with AmeriCorps VISTA from 2016 to 2017, during which he supported nonprofit organizations and community-driven initiatives aimed at alleviating poverty. He also gained valuable political experience as a consultant for the Republican Party of Louisiana in 2016 and as an office assistant at the Calcasieu Parish District Attorney's Office that same year.

Among Mr. Sammis' most significant achievements is his work on the One Big Beautiful Bill Act, which successfully facilitated increased royalty funds collected by the federal government and allocated them to coastal states for vital restoration projects. This initiative was one of his final contributions before leaving his legislative position and was enacted into law in 2025. He regards this accomplishment with particular pride due to its positive impact on coastal communities as well as the collaborative nature in which it came together.

Mr. Sammis has also championed major pieces of legislation including the Ending Improper Payments to Deceased People Act, which was signed into law on February 10, 2026. This legislation mandates that federal agencies use the Social Security Administration's death registry to prevent improper payments — potentially saving billions of dollars in spending over the next decade and underscoring his dedication to effective governance and fiscal responsibility.

Recognized for his outstanding leadership, Mr. Sammis was recently selected for Semaphore's World Economy Principles initiative, which contributes to foundational values and ethics for the upcoming World Economy convention.

Academically, Mr. Sammis earned a bachelor's degree in business administration and management from McNeese State University in 2024. To augment his knowledge and qualifications, he earned a foreign policy fellowship program certificate from The Wilson Center in 2024; completed economic development coursework at Georgia Institute of Technology; and received a certificate for his completion of the Level Up Legislative Director Cohort through the House GOP Staff Development Course.

Reflecting on his storied journey to date, Mr. Sammis credits his success to the influential mentors and family members who have shaped his values and work ethic. He acknowledges his many mentors, friends and family for their guidance and ongoing support, as well as both sets of grandparents — Burt and Bonnie Sammis and Bob and Sue Guillory for instilling in him the values of diligence and perseverance.

Born and raised in Lake Charles, Mr. Sammis continues to draw inspiration from his Louisiana roots and personal experiences growing up during numerous man made and natural disasters — an influence that continues to inform his advocacy for environmental stewardship and coastal restoration.

Determined to further his impact in the coming years, Mr. Sammis aspires to establish a nonprofit organization inspired by his grandparents' tradition of providing new shoes for children in need during each school year. He also aims to promote progressive environmental policies alongside responsible energy development, leveraging technologies such as artificial intelligence and data center advancements for the long-term benefit of families, communities and society at large.
