Mr. Hart brings a distinct perspective to municipal leadership, shaped by nearly two decades of experience across both elected and appointed roles in public administration. Since 2025, he has served as city manager of the City of La Junta, Colorado, where he oversees daily operations, supervises all city employees, prepares the annual budget, advises the mayor and city council, and develops both short- and long-term fiscal and operational plans. His responsibilities also include collaborating with community partners and stakeholders to advance the well-being of La Junta's residents.

Prior to assuming his role in La Junta, Mr. Hart was the city administrator for the City of Commerce, Oklahoma, from 2020 to 2024. In this capacity, he oversaw municipal operations and worked closely with elected officials to implement policy initiatives that fostered community growth and stability. His tenure was marked by a commitment to service, transparent governance and effective resource management.

Also elected to serve as the mayor of Commerce from 2008 to 2020, Mr. Hart gained valuable firsthand insight into the priorities of political leadership while navigating complex local government challenges. His dual experience as both an elected official and administrator has equipped him with a unique fluency in the languages and priorities of both sectors.

Following his certification as both an emergency medical technician (EMT) and in CPR first aid, Mr. Hart also served as a firefighter and emergency medical technician with Quapaw Nation Fire/EMS in Miami, Oklahoma, from 2015 to 2018.

Recognized for his community-centered impact beyond the public administration realm, Mr. Hart was the co-owner of Jelly Bean Kids Childcare, LLC — a childcare center in Commerce that blended play-based learning activities with education while providing a safe space for children and families — from 2012 to 2018. As a business owner, he developed invaluable skills in personnel supervision and small business management that continue to inform his approach to municipal administration today.

From 2011 to 2016, Mr. Hart worked as a loan officer at First State Bank in Commerce. During this time, he played a pivotal role in fiscal management, credit analysis and financial service initiatives — expertise that now underpins his stewardship of public funds.

Mr. Hart began his career with military service as an airborne infantryman in the United States Army at Fort Bragg, North Carolina from 2001 to 2007. His time in uniform, which included deployments to Afghanistan in 2003 and Iraq in 2004, instilled in him discipline, resilience and a strong sense of duty that continues to define his work and character alike.

Alongside his primary endeavors in La Junta, Mr. Hart is an active member of the Colorado City & County Management Association as well as Colorado Veterans Leading Government. Additionally, he chairs the Local Government and Community Impact Committee through Action Colorado and serves on the policy committee for the Colorado Municipal League.

Hailing from an equally impressive academic background, Mr. Hart earned a Master of Public Administration in public policy from the University of Oklahoma in 2024, a Bachelor of Arts in history from Pittsburg State University in 2012 and an Associate of Arts from Northeastern Oklahoma A&M College in 2008. Determined to make an impact outside the classroom as well, he was an active member of the history club throughout his time at Pittsburg State.

A hallmark of Mr. Hart's leadership style is his commitment to open and honest communication. Eschewing superficial reassurances or evasive language common in government settings, he instead prioritizes directness and transparency when addressing colleagues or constituents about real-world situations and their consequences. This approach has earned him respect among his peers and contributed significantly to his effectiveness as a leader.

Beyond his professional responsibilities, civic engagement is a central aspect of Mr. Hart's life. He serves as vice president of the La Junta Chamber of Commerce and is an active member of the Kiwanis Club as well as a life member of American Legion Post Number Nine in La Junta. As a court-appointed special advocate (CASA), he participates annually in luncheons supporting advocacy for children in need.

Mr. Hart also regularly contributes to Inspiration Field by participating in auctions that benefit adults and children with intellectual and developmental disabilities. Each Wednesday morning finds him at the local senior center sharing coffee with veterans and other community members, a testament to his ongoing commitment to fostering connections across generations.

In recognition of his exemplary leadership and devotion to service, Mr. Hart was named one of the Top 10 City Managers of 2025 by Government Business Review Magazine and is set to be honored as the 2026 City Manager of the Year by the same publication.

Family remains at the center of Mr. Hart's personal life; he is the proud father of four children, three of whom are adults pursuing their own paths around the world and one a freshman in high school. Outside of his work and civic duties, he maintains an active lifestyle with hobbies including hiking, camping, fishing, motorcycle riding, exploring new foods and attending social events such as fundraisers with friends.

Determined to further his community impact in the coming years, Mr. Hart aims to catalyze economic development by executing a strategic plan that blends aggressive business recruitment with comprehensive infrastructure improvements for La Junta. By prioritizing upgrades to critical water and wastewater systems alongside efforts to fill unoccupied commercial spaces with diverse businesses, he aims to secure long-term economic vitality for the city's residents.
