Dr. Bowen has established a distinguished career in nursing and health sciences education, marked by two decades of progressive leadership and clinical expertise. In 2025, she assumed the role of dean of health science and wellness at her alma mater, Laramie County Community College, in Cheyenne, Wyoming, where she supports directors across more than a dozen diverse programs, including nursing, emergency medical services, physical therapy and respiratory therapy. Her responsibilities encompass day-to-day operations, budget oversight, strategic planning and enrollment management. Dr. Bowen is dedicated to developing effective leaders within these programs and ensuring that students are placed in pathways where they can thrive, secure meaningful employment and contribute to their communities.

Before her current appointment, Dr. Bowen served as the director of nursing on campus from 2021 to 2025. During this tenure, she was instrumental in expanding the associate degree in nursing program by 20% and launching a freestanding hybrid licensed practical nurse program. This innovative initiative enabled students from rural areas to participate in online coursework while attending campus for intensive hands-on training twice each semester. The program's structure allowed students to balance their roles as certified nursing assistants with additional shifts as licensed practical nurse students under preceptor supervision. Since its inception, two classes have graduated, impacting clinicians across a 350-mile radius in Wyoming.

Transitioning to Laramie County Community College after a successful tenure at Northwest College in Powell, Wyoming, Dr. Bowen spent 2016 to 2021 as a nursing instructor and course coordinator. She played a pivotal role in curriculum development and student mentorship, fostering a positive culture among critical care teams and enhancing collaboration to ensure optimal patient care outcomes.

In addition to teaching, Dr. Bowen was the co-director of inpatient services at Powell Valley Healthcare from 2019 to 2020, where she managed clinical operations and supported staff development initiatives. She also excelled as a registered nurse at West Park Hospital in Cody, Wyoming, between 2016 and 2018, providing direct patient care and contributing to quality improvement projects.

Dr. Bowen's earlier administrative experience in the field included serving as a clinical manager for Westpark Physician's Group at West Park Hospital from 2015 to 2016, following her role as a practice manager at Cheyenne Regional Medical Center between 2014 and 2015. In these positions, she oversaw clinical workflows and facilitated interdisciplinary collaboration.

Among other roles, Dr. Bowen was the director of professional practice at Cheyenne Regional Medical Center, where she led initiatives aimed at elevating standards of care and professional development for nursing staff from 2013 to 2014, after initially serving as the center's manager of clinical education, beginning in 2012.

A significant milestone in her career was Dr. Bowen's work as a new graduate residency coordinator at Cheyenne Regional Medical Center from 2010 to 2012. She implemented a post-baccalaureate university-based nurse residency and transition-to-practice program tailored for community hospital settings. Responding to national recommendations that called for an increase in bachelor's-prepared nurses, Dr. Bowen enrolled multiple cohorts of graduates from community colleges, up to 100 new graduate nurses annually, primarily from Wyoming and northern Colorado, into a pathway that allowed them one year to enroll in a Bachelor of Science in nursing program and two years for completion. The initiative achieved a remarkable 90% completion rate after two years and laid the groundwork for the hospital's Magnet status designation. The residency program has remained accredited since its inception in 2012 and continues under the leadership of one of its graduates.

Dr. Bowen began her nursing career as a staff registered nurse in the emergency department at Cheyenne Regional Medical Center from 2007 to 2010 after graduating from nursing school in 2006. She has consistently maintained clinical practice as an emergency room nurse on an as-needed basis throughout her academic and administrative career.

Dr. Bowen's academic credentials include an associate's degree from Laramie County Community College, a Bachelor of Science in nursing from the University of Wyoming, a master's degree in nursing leadership and administration from Regis University, and a Doctor of Philosophy in nursing education from Walden University. She also holds several professional designations, including a program completion certificate in professional development and networking from Leadership Wyoming and credentials as a progressive care certified nurse from the American Association of Critical-Care Nurses. Additionally, through the American Heart Association Inc., Dr. Bowen earned designations in advanced cardiovascular life support, pediatric advanced life support and as a basic life support-healthcare provider.

Active in her professional community, Dr. Bowen is a member of the American Nurses Association and the Wyoming Nurses Association. Beyond her professional commitments, she is civically engaged as a chapter member of P.E.O., advisor for Phi Theta Kappa, and board member for Senior Citizens Center Foundation. She also volunteers with Leadership Wyoming, and various primary care initiatives across Wyoming. Furthermore, Dr. Bowen serves as an educator on animal care with Future Farmers of America and supports 4-H programs.
