Ms. Refuge also served as an assistant manager at Walmart in the Greater New Orleans region from 2017, demonstrating strong organizational and leadership skills in a fast-paced retail environment.
From 2008 to 2023, Ms. Refuge served as campus director and center manager at the Harris County Department of Education in the Greater Houston area. There, she was responsible for training Head Start teachers working with children from birth to five years old. She reviewed current research on developmental appropriateness for young children, identified key developmental milestones and tracked progress to ensure timely intervention when necessary. In addition to her professional roles, Ms. Refuge is an accomplished author with two self-published books to her credit.
Her academic background includes a Master of Science in child and adolescent psychology from Capella University, earned in 2013; a Bachelor of Arts in child and adolescent psychology; and an associate's degree in early childhood education. She is certified as an early childhood education trainer by the State of Louisiana and as a CPR instructor.
Ms. Refuge attributes her success to her enduring passion for advocacy and education, as well as the influence of her family. Inspired by her mother's guidance to be both independent and supportive of others, she began her journey as a mother of eight by homeschooling her children using an Accelerated Christian Education curriculum. This individualized approach allowed her to tailor instruction to each child's learning style, ensuring none were overlooked or left behind academically. All eight of her children went on to attend college, with one son becoming a doctor of law and board-certified in Texas, one daughter earning a master's degree in psychology and another daughter obtaining a master's degree in social development focused on advocating for children's rights.
Beyond her immediate family, Ms. Refuge became known as the neighborhood mom—trusted by working parents to care for their children during emergencies or illness — and to provide after-school study sessions that fostered academic growth within her community.
Born in New Orleans, Ms. Refuge enjoys writing children's books and remains committed to supporting early childhood educators. Her future goals include developing a business dedicated not primarily for profit but to assist preschool and early childhood care providers with compliance requirements, such as CPR certification and continuing education units for staff members. As a certified CPR instructor and registered trainer for early childhood education with the State of Louisiana, she aims to serve as a consultant for preschools while launching a pilot school based on the successful educational methods she used with her own children.
