Currently serving as chief human resources officer of Synagro Technologies, Inc. — an environmental sustainability firm that supports regenerative agricultural solutions — Ms. Dicke has built a distinguished career in human resources (HR). In her executive capacity since 2024, she oversees organizational strategy for the company, leads the HR component of mergers and acquisitions, and manages core functions such as learning and development, payroll, benefits and talent acquisition.

Ms. Dicke's expertise in all-around HR operations, risk mitigation, employee retention, cultural integration, organizational transitions and talent management has been pivotal in her success. Likewise, her leadership has been key in guiding Synagro Technologies to achieve Top Workplace awards for four consecutive years, including national recognition from USA Today and local honors in Baltimore — a milestone never before accomplished by the company prior to her tenure.

Initially joining Synagro in 2016 as the HR manager for the East and West regions, Ms. Dicke was responsible for recruiting and employee relations across regional areas during a period of significant organizational change under private equity ownership. Demonstrating exceptional adaptability, she assumed expanded responsibilities during a reduction in force and successfully led a lean team through operational transitions.

In 2020, Ms. Dicke advanced to become the HR director at Synagro's Baltimore office, where she managed department reorganization and realigned reporting structures to enhance efficiency. Her performance led to her promotion to vice president of HR in 2021, a position she held until 2025. During this period, she played a critical role in shaping the company's culture and talent strategy while supporting major corporate initiatives in support of sustainable eco-friendly solutions.

Prior to starting her tenure at Synagro Technologies, Ms. Dicke spent over 15 years with the Maryland Department of Health and Mental Hygiene, working within the Anne Arundel County Department of Health until 2016. Serving as an office supervisor for a decade, she managed programs funded by state, local and federal sources, overseeing budgets, personnel and program delivery. With a focus on providing breast and colorectal cancer screenings and follow-up care for individuals who often fell into coverage gaps, she piloted software solutions for data collection and was recognized for her commitment to serving vulnerable populations.

Alongside her primary roles, Ms. Dicke's expertise is occasionally called upon by other companies within the private equity portfolio, further demonstrating her versatility as an all-around human resources professional. She is also an active member of the Society for Human Resource Management (SHRM) as well as Greater Baltimore SHRM (formerly Chesapeake Human Resources Association), reflecting her ongoing commitment to industry engagement.

To augment her knowledge and qualifications, Ms. Dicke is certified as a project management professional tailored specifically for human resources applications (PMPHR) and is currently preparing for the senior certified professional credential through SHRM, with plans to complete testing in 2026.

Reflecting on her storied journey thus far, Ms. Dicke credits much of her success to having a strong network of mentors — including chief executive officer Bob Preston and chief information security officer Norman Whitelaw — as well as support from other women on the executive leadership team in what is traditionally a male-dominated industry. Her personal drive and passion for her work have enabled her to serve as a role model for her children while advancing Synagro's mission as an environmentally focused organization.

Ms. Dicke's transition into human resources was influenced by the meaningful overlap between her previous administrative roles and core HR functions such as learning, hiring and interviewing. A longstanding interest in employee relations combined with a referral from a professional contact led her to join Synagro Technologies as a coordinator before she advanced through increasingly senior positions. Her ability to handpick every member of her current team has resulted in almost no turnover — a testament to her vision for building high-performing teams that operate with efficiency despite lean staffing models which are common in private equity environments.

Beyond her professional achievements, Ms. Dicke is actively engaged in community service efforts through the Archdiocese of Baltimore through volunteer service with her children, reiterating her commitment to helping others through everything she does.

Born and raised in Baltimore, Ms. Dicke is a proud mother of three sons, often dedicating her evenings and weekends to supporting her children's athletic pursuits both locally and nationally.
