He has authored and contributed to industry white papers examining the future of public sector procurement, including the use of artificial intelligence, intelligent automation and advanced analytics to enable more strategic, transparent and data-driven procurement organizations.

Before joining IBM, Mr. Floyd built an extensive career in public sector procurement leadership with the City of Atlanta, where he served for a decade in multiple leadership and technology roles. From 2022 to 2024, he served as deputy chief procurement officer for the City of Atlanta's Department of Procurement, becoming the youngest individual ever appointed to the position in the department's history.

During his tenure with the City of Atlanta, Mr. Floyd played a key role in modernizing procurement operations and advancing technology adoption across the organization. He led the implementation of the city's Oracle e-procurement platform, developed ATLSuppliers.com to support electronic supplier engagement and digital invoicing, and established several initiatives focused on process improvement, supplier education and operational transparency. His efforts significantly improved contract throughput, reduced processing times and strengthened supplier participation in city contracting opportunities.

Mr. Floyd's earlier roles with the city included innovation resources director, senior systems administrator, project manager and interim ERP program manager. In these positions, he helped design and implement enterprise technology improvements that enhanced operational efficiency across multiple city departments and laid the groundwork for future digital transformation initiatives.

Mr. Floyd earned a Master of Business Administration from Western Governors University in 2025, further strengthening his expertise in leadership, strategy and organizational transformation.

He has pursued extensive professional development throughout his career and holds several industry certifications, including Lean Six Sigma Black Belt certification, the SHRM Certified Professional (SHRM-CP) credential and Certified Supply Chain Expert certification from the Council of Procurement and Supply Chain Professionals. He is also an Oracle Cloud Implementation Professional certified in Procurement, Payables and Expenses, demonstrating deep expertise in enterprise procurement technology and financial operations.

In addition, Mr. Floyd holds a Certified ScrumMaster credential from Scrum Alliance and has completed IBM's Education Industry Jumpstart credential, reflecting his ongoing commitment to innovation and continuous learning in supply chain and public sector consulting.
