Before founding Avetus Partners, he served as chief executive officer and consultant chief operating officer across EMW Inc. and Enteresys Corporation from 2012 to 2015, based in Herndon, Virginia. In this capacity, he managed operational strategy and contributed to significant growth initiatives.
Mr. Rosas' entrepreneurial journey continued as the principal of Acceo Solutions Inc. from 2009 to 2012; under his leadership, Acceo was acquired within three years. From 2006 to 2009, he was the chief executive officer at ZenLogics in Falls Church, Virginia, a venture formed after acquiring the government services group he had built at Park City Solutions. During this period, he also managed Sinetica for one year after acquiring a majority stake.
Earlier in his career, Mr. Rosas played a pivotal role at Park City Solutions, beginning in June 2000 as president of the government services group until 2006, and as vice president from 1999 to 2001. Tasked with developing a nonexistent federal government sector for the healthcare IT consulting firm based in Park City, Utah, he grew this division until it accounted for half of the company's total revenue.
Mr. Rosas' distinguished professional journey began with military service in the United States Navy starting in 1980 as a corpsman. After earning his degree in 1988, he received his commission as an officer and served as a hospital administrator from 1990 to 1995. He was later stationed at the Naval Medical Information Management Center in Bethesda, Maryland from 1995 to 1997 as chief information officer, and served as program manager for the Resources Information Technology Program Office within the Military Health System's TRICARE program from 1997 to 2000.
In what he considers his most notable achievement, Mr. Rosas transitioned from hospital administrator to chief information officer — rapidly mastering new technical domains despite limited prior experience with information technology. Throughout these roles, he developed deep expertise in corporate acquisitions and people management, skills that have defined his approach to business leadership and earned him recognition among industry peers. He is an active member of the Healthcare Information and Management Systems Society Inc., reflecting his ongoing commitment to advancing healthcare technology.
Mr. Rosas' academic background includes a Master of Public Health from Troy State University completed in 1995, and a Bachelor of Business Administration from University of New Hampshire earned in 1990. Growing up in San Juan, Puerto Rico, with aspirations to become a pediatrician, he joined the United States Navy in search of greater opportunity after facing challenges with academic discipline in college. His military experience solidified his dedication to healthcare administration rather than clinical practice and unexpectedly introduced him to information technology.
