Most recently, Mr. Edouard served as Director of Government Relations and Policy for Genesis Healthcare, one of the nation's largest healthcare providers. In this capacity, he supported enterprise-wide legislative strategy, government affairs initiatives, regulatory analysis, and stakeholder engagement across multiple jurisdictions. His work involved advising senior executives, cultivating relationships with policymakers and industry leaders, monitoring legislation affecting healthcare operations, and developing strategies that aligned public policy with organizational objectives.

Mr. Edouard also served as North America Member and Partner Relations Lead and Regional Lead for the Smart Cities Council, the world's longest-standing global organization dedicated to advancing smart cities, smart buildings, digital infrastructure, and sustainable urban development. In this role, he worked with government agencies, technology firms, investors, universities, and nonprofit organizations to foster strategic partnerships and identify opportunities to leverage innovation for economic growth and community development.

His global leadership portfolio includes participation in and support of strategic engagements, conferences, and forums throughout North America, Europe, the Middle East, Asia, and Australia. His work has brought him to cities including Barcelona, Singapore, Dubai, Adelaide, Melbourne, San Francisco, Washington, D.C., Miami, Tampa, Pittsburgh, and numerous other domestic and international locations where he has contributed to conversations regarding infrastructure modernization, economic competitiveness, digital transformation, climate resilience, workforce readiness, and urban innovation.

Among his most notable accomplishments, Mr. Edouard became the youngest and first African American Municipal Administrator in the history of a Delaware County, Pennsylvania municipality. Serving as the municipality's chief operating executive, he oversaw more than $10 million in municipal revenue, supervised more than sixty employees across six departments, managed capital improvement planning and budgeting, and coordinated operations involving public safety, infrastructure, finance, administration, and community services.

During his tenure, he identified nearly $4 million in previously uncollected municipal revenues and taxes, helping strengthen the municipality's fiscal position and operational accountability. He also led efforts to modernize financial management practices, improve organizational policies, develop employee handbooks, strengthen departmental accountability, and implement strategic initiatives designed to improve public service delivery.

Prior to municipal leadership, Mr. Edouard served in senior legislative and government affairs roles within the Pennsylvania House of Representatives, Pennsylvania Senate, and City of Philadelphia. His responsibilities included legislative research, policy development, executive communications, speechwriting, constituent services, stakeholder engagement, intergovernmental affairs, and strategic planning. Throughout these roles, he developed a reputation for building relationships across diverse constituencies while advancing public policy initiatives that addressed community needs.

A recognized advocate for workforce development and economic mobility, Mr. Edouard has dedicated much of his professional life to creating pathways to opportunity for youth, adults, and underserved populations. He has designed, managed, and scaled workforce development systems serving hundreds and, in some cases, thousands of participants across multiple states.

His workforce leadership experience includes directing educational and career readiness initiatives, managing violence prevention and community intervention programs, creating technical training opportunities, and developing partnerships that connect individuals with employment, education, and entrepreneurial opportunities. His work has supported workforce pipelines in construction, healthcare, environmental sustainability, public service, technology, STEM education, and civic leadership.

As Program Director for the Community Crisis Intervention Program at the Institute for the Development of African American Youth (IDAAY), he managed more than $1 million in programming and public safety initiatives while overseeing community intervention teams, compliance operations, fleet management, data reporting, and strategic partnerships. His leadership helped strengthen community engagement efforts while supporting violence prevention and public health objectives throughout Philadelphia.

Mr. Edouard's commitment to workforce development extends back more than a decade. Throughout his career, he has led educational initiatives serving youth and adults through organizations including AmeriCorps, Leadership Beyond the Game, Rising Sons, the Construction Development Program, the Philadelphia Anti-Gun Anti-Violence Network, the Overbrook Environmental Education Center, JASTECH Development Services, and numerous other nonprofit and educational institutions.

His contributions have included environmental education, STEM instruction, life skills development, construction workforce training, green infrastructure maintenance, trauma-informed coaching, financial literacy, leadership development, civic engagement, and mentorship. He has hired, trained, supervised, and mentored hundreds of employees, volunteers, educators, and program participants while developing scalable systems designed to produce long-term community impact.

Mr. Edouard is also a recognized public speaker, moderator, educator, and media contributor. He has delivered keynote addresses, facilitated workshops, moderated panels, and participated in policy discussions throughout the United States and internationally. His speaking engagements have addressed topics including leadership development, workforce transformation, smart cities, infrastructure modernization, environmental justice, economic mobility, civic engagement, youth empowerment, and public policy.

His insights have been featured through radio, community media, policy forums, educational institutions, and public affairs programming. He currently serves as Co-Host, Assistant Producer, and Social Media Manager for the "Tone and Tenor" radio program, where he contributes political analysis, voter education, public policy discussions, and civic engagement content.

Before entering government and public affairs, Mr. Edouard spent approximately seven years in retail leadership and business operations with nationally recognized companies including Nike, Finish Line, Dick's Sporting Goods, and specialty running retailers throughout South Florida. During this period, he held positions including Running Coordinator, Running Specialist, Merchandising Specialist, Sales Leader, and Assistant Store Manager. These experiences provided foundational expertise in customer engagement, sales strategy, team leadership, business operations, merchandising, and performance management—skills that would later contribute to his success in public administration and organizational leadership.

Mr. Edouard's leadership philosophy is rooted in service. His commitment to community engagement began in childhood when he was selected by school administrators to mentor younger students, a formative experience that inspired a lifelong dedication to helping others succeed. Since then, he has volunteered and partnered with numerous organizations including Big Brothers Big Sisters, Project H.O.M.E., the Sierra Club, BlueGreen Alliance, Opportunity Nation, the Community College of Philadelphia, the Nathaniel M. Robinson Legacy Foundation, Associated Builders and Contractors, Prince Hall Freemasonry, and many others.

A veteran of the United States Army and New York Army National Guard, Mr. Edouard credits his military service with strengthening the discipline, resilience, and mission-focused leadership approach that have become hallmarks of his professional career.
