Currently, Guardian Public Safety Services LLC offers fully remote, hybrid, and on-site training services, which include awareness courses, table-top exercises, functional exercises, and full-scale exercises. Guardian also offers services, including threat assessments, hazard/vulnerability assessments, and cybersecurity assessments. Additionally, Guardian provides emergency management and security policy writing, mass gathering/special event planning, and direct consulting services. The company notably supplies support personnel to emergency management offices and consults across various public safety industries. Guardian has recently finalized the construction of emergency management and security planning for a Small Modular Reactor, enhancing the overall safety of the pre-development, construction phases, and the progressive development of safe nuclear energy.

Since 2022, Mr. LaBuff has also contributed to higher education as a professor of homeland security and emergency management at Columbia Southern University. He imparts his extensive knowledge in disaster management, public safety, emergency management, homeland security, and national security to students preparing for careers in these critical fields. Primarily teaching courses such as Counter Terrorism, Interagency Emergency Response, Incident Command Systems, and Disaster Management Case Studies.

From 2024 to 2025, Mr. LaBuff served as the Emergency Management Director for the City of New Haven, Connecticut. During his tenure, he was responsible for overseeing emergency preparedness initiatives and coordinating response strategies for the municipality. Enhancing New Havens Warming/Cooling Center operations, critical infrastructure protection, and managing the emergency preparedness of over 40 schools.

Between 2020 and 2024, Mr. LaBuff held the position of Emergency Management Director at Hartford Hospital. His most notable achievement by constructing and leading the hospital's response to the onset of the COVID-19 pandemic. Mr. LaBuff assembled and directed a team of more than 160 members to manage incident command operations in the Hartford area. This team became one of the largest hospital incident command teams in the country, setting a benchmark for healthcare disaster management during an unprecedented crisis. Mr. LaBuff also led the preparedness of Bio-Terrorism Response planning and Mass Gathering preparedness for large events in the City of Hartford. Mr. LaBuff also supported the Emergency Management operations of various Presidential and White House cabinet visits to the Hartford area to ensure an effective medical response plan.

Before his work at Hartford Hospital, Mr. LaBuff served as an Emergency Management and Security Director at Nathan Littauer Hospital & Nursing Home in Gloversville, New York, from 2018 to 2020. Earlier in his career, he distinguished himself as Homeland Security Advisor for the U.S. Congress in Binghamton, New York, between 2016 and 2017. At age 26, Mr. LaBuff became the youngest individual in U.S. history to hold this position at that time. In this advisory role, he collaborated with members of both the U.S. House of Representatives and the U.S. Senate on threat assessments, worked closely with constituents, secured grant funding, and supported counterterrorism initiatives and legislation.

Mr. LaBuff's academic background has been instrumental in shaping his expertise and leadership within homeland security and emergency management. His foundational studies include dual Associate's Degrees in Homeland Security and Emergency Preparedness from Onondaga Community College, completed in 2012. Shortly thereafter, Mr. LaBuff acquired a Bachelor's degree in Political Science from Binghamton University in 2015, followed by a Dual Master's Degree in Homeland Security and Disaster Management from American Military University in 2019.

Committed to civic engagement, Mr. LaBuff maintains ongoing involvement with several organizations. Since 2010, he has provided freelance consulting services as an emergency management consultant. He has also served as a Swift Water Rescue Technician and Wide-Area Search Operator with Connecticut State Police Urban Search and Rescue Team Task Force One since 2020. He was deployed to the New London church collapse and various Tropical Storms/Flash Flooding incidents. Since 20201, Mr. LaBuff has also served as a Saw Operator with Team Rubicon's Disaster Management Deployment Group, participating in disaster response efforts nationwide. His early dedication to public service began with the Trumansburg Volunteer Fire Company, where he served as a firefighter and firefighter instructor from 2009 to 2015. Mr. LaBuff has a passion for water rescue and served in the United States Coast Guard Auxiliary, serving as Assistant Staff Officer of Operations in Ithaca, New York. He also served as Assistant Chief Lifeguard for the New York State Parks for over six years at multiple State Parks throughout Central New York and has been noted with over 42 active drowning rescues.

Mr. LaBuff has contributed thought leadership to his field through published works in EMSWorld Magazine, including 'Three Steps Toward a Career in Emergency Management' in 2019, 'Active-Shooter Incidents: Basic Strategies for Hospitals' in 2021, and 'Active Shooter Preparedness for Health Care Facilities' in 2022. These contributions are a testament to his extensive knowledge in the field.

Lauded for his professional excellence through prestigious awards, Mr. LaBuff was honored to receive congressional recognition related to his leadership during the COVID-19 pandemic, presented by Senator Chris Murphy of the U.S. Senate in 2021, and the Presidential Call to Service Award from President Barack Obama for completing over 4,000 hours of volunteer service in the field of Emergency Management and Homeland Security.

Throughout his career, Mr. LaBuff has attributed his success to the unwavering support of his family, each of whom has a strong background in public service, as well as maintaining a positive attitude and embracing lifelong learning. Notably, his father served as the Assistant Fire Chief for the City of Ithaca for over 40 years. His mother worked as an English teacher for Tompkins Cortland Community College. His brother currently serves as a prosecuting attorney for the State of Connecticut Medicaid Fraud Control Unit. Mr. LaBuff emphasizes balancing volunteer work, education, and professionalism as essential components for contributing to community safety while fostering personal growth.

Mr. LaBuff is currently pursuing a Doctor of Emergency Management with a focus on crisis, emergency, and disaster management.
