In this capacity since 1994, he conducts men's Bible studies, engages in outreach and provides guidance to aspiring pastors in sermon development. Under his leadership, the ministry has focused on reaching individuals experiencing homelessness by providing food, water and spiritual support. Alongside his team, he prays with those they serve and offers assistance, operating in a manner akin to urban outreach ministries by bringing the church directly to the community.
A pivotal moment in Bishop Scott's career occurred during his tenure at Greater Shiloh Missionary Baptist Church. In 1997, he organized the church's first outreach block party, which drew 300 attendees from the surrounding neighborhood, including both English- and Spanish-speaking participants. The event featured music, food and program sign-up booths, along with seven altar calls and a stage for praise and worship. The following year, the block party expanded to welcome 500 attendees — half of whom were children — and included participation from additional Spanish ministries. He regards these efforts, which marked a significant transformation in the church's approach to outreach, among his most meaningful achievements.
Alongside his primary roles, Bishop Scott holds a number of professional affiliations that reflect his commitment to collaborative ministry. He is a member of Dream Center, Haven Nazarene, One Step Further Ministries, Wesley United Methodist Church, Believers' Family Fellowship and Urban Outreach Phoenix. Through each of these organizations and more, he continues to contribute to a broad network of faith-based initiatives across the region.
Hailing from an equally foundational academic background, Bishop Scott earned a master's degree in perspectives of Christian world movement and completed a Bachelor of Science in biblical studies with an emphasis in vocation at Arizona Christian University in 1997. He is also certified as an ordained evangelism pastor and earned a license to the ministry in 1996, all of which equipped him with the practical skills that continue to support his work in outreach and pastoral training today.
Reflecting on his storied journey in service, Bishop Scott attributes his success to the unwavering love and support of his wife Hester, his family and the many individuals who have influenced him throughout his journey. His first found his calling during Sunday school when he developed a passion for service that led him to become president of both the youth group and men's ministry at The United Methodist Church. This early leadership experience culminated in his consecration to the diaconal ministry and inspired him to organize community services aimed at reaching those outside traditional church settings. On May 22, 1994, alongside his son Jeffrey, he co-founded Strings for God Evangelistic Missionary Outreach Ministries with a mission to serve those experiencing homelessness through direct engagement and support.
Beyond his ministerial roles, Bishop Scott is known for his civic commitment as president of the men's ministry at The United Methodist Church beginning in 1986 and as president of its youth group. He has contributed as a donor to The Jurist as well as Disabled Veterans and volunteered with St. Mary's Food Bank, Girl Scouts of the United States of America and Scouting America.
A proud father of two, grandfather of eight and great-grandfather of two, Bishop Scott values the time he spends studying the lessons of the Bible. He is devoted to encouraging prayer within faith communities and seeks to revitalize its importance by urging churches such as Haven Nazarene to strengthen their focus on it. Believing that progress is achieved through humility and consistent devotion, he emphasizes continual prayer for the United States and the world at large as instructed by scripture.
Throughout his life and career, Bishop Scott has credited God's healing power for sustaining him through health challenges including heart ablation surgery, high blood pressure and a blood clot.
