Mr. Combs currently serves as Chairman and Chief Executive Officer of FGS LLC, headquartered in La Plata, Maryland. In this role, he leads an organization supporting strategic national security missions across the U.S. Department of Defense, the intelligence community, and federal law enforcement. Under his leadership, FGS LLC delivers mission-focused capabilities in intelligence support, cybersecurity, secure communications, engineering, cloud and enterprise IT, and operational support across multiple combatant commands and mission environments.

Prior to leading FGS LLC, Mr. Combs held senior leadership roles across government and industry. From 2004 to 2008, he served in senior information technology leadership roles supporting the Defense Intelligence Agency, including as Chief Information Officer and IT Director for the National Media Exploitation Center under the Director of National Intelligence and later as Vice Chief of Enterprise IT Solutions. In these roles, he directed mission-critical information systems, oversaw large-scale technology deployments, supported military intelligence operations, and helped lead organizations through periods of significant operational change.

In 2008, Mr. Combs transitioned to the private sector as Chief Technology Officer for the federal division of EMC, now part of Dell Technologies, where he led federal technology strategy and helped align commercial innovation with government mission requirements. He later served as Vice President and Chief Technology Officer for intelligence, homeland security, and law enforcement at SRA International from 2012 to 2014.

From 2014 to 2016, Mr. Combs served as Federal Strategy Officer at Intel Security within Intel Corporation, where he developed strategic initiatives to enhance cybersecurity capabilities for federal agencies. He subsequently joined CACI International Inc. as Executive Director of Cyber Strategy before being promoted to Division Vice President, serving until 2023. At CACI, he played a key role in shaping cyber operations, advancing intelligence support services, and leading teams supporting national security customers.

In addition to his executive leadership roles, Mr. Combs founded Knowledge Matters LLC in 2014, focusing on knowledge management and consulting services that bridge government and industry needs.

Mr. Combs has completed extensive coursework and executive development in technology management, leadership, and national security. His academic and professional development includes studies in Technology Management at the University of Maryland and executive education through the University of Virginia Darden School of Business. He also holds an international captain's license, reflecting his commitment to lifelong learning and mastery beyond traditional professional boundaries.

A decorated combat veteran and former Army paratrooper, Mr. Combs's leadership philosophy is rooted in service, discipline, mission focus, and the development of high-performing teams. He is a qualified Static Line Jumpmaster and HALO Jumpmaster, and throughout his career he has emphasized empowering talented people, recognizing expertise in others, and creating environments where mission-focused innovation can thrive.

His service and contributions have been recognized through multiple honors, including two Defense Meritorious Civilian Service Medals, the Defense Meritorious Service Medal, and the Joint Meritorious Service Medal.
