He played a role in the major legislative rewrite of 2004 that led to the creation of the Idaho Charter School Commission—a statewide body authorized to approve schools. As one of the few attorneys present during these formative discussions, he assisted in drafting and reviewing key documents that shaped state policy. He continued this work through subsequent major rewrites in 2012 and again in 2024, consistently advocating for effective governance and equitable access within Idaho's educational framework.

He earned a Juris Doctor from the J Reuben Clark Law School at Brigham Young University in Provo, Utah, in 1998 after completing a Bachelor of Science in international finance and political science from Brigham Young University in 1995.
