Since 2023, she has served as superintendent of Larned State Hospital, the largest state psychiatric hospital in Kansas and the third largest hospital in the state. In this capacity, Dr. Topps manages three diverse programs: the Sexual Predator Treatment Program, which serves more than 240 patients; the State Security Program; and the Psychiatric Services Program. She oversees a comprehensive medical department that integrates psychiatric services with primary physical health care, ensuring holistic well-being for the patient population. Her responsibilities extend to managing the facility's financial budget, employee relations, onboarding, recruitment and retention initiatives, workflow management, supply procurement, contracting services, clinical information systems, medical records and information technology operations.
Upon assuming leadership at Larned State Hospital, Dr. Topps faced significant staffing challenges due to the facility's rural location. The hospital had a 44 percent vacancy rate, resulting in excessive workloads and a difficult work environment for staff. Through her clinically minded and transformational leadership approach, she prioritized work-life balance and cultivated a positive workplace culture. Under her guidance, the vacancy rate was reduced to 26 percent—the lowest in many years—reflecting her success in fostering an environment where employees feel valued and engaged. Dr. Topps is particularly proud of this achievement, recognizing that meaningful change requires more than financial incentives; it demands a supportive culture where staff can thrive and envision long-term careers.
Prior to her current role, Dr. Topps served as assistant superintendent at Larned State Hospital from 2022 to 2023, where she served as chief operations officer. In this position, she gained extensive experience in operational management and support services across all hospital departments. From 2019 to 2022, she served as chief operations officer at the same institution, further developing her expertise in large-scale healthcare administration.
Dr. Topps's clinical background is rooted in her work as a private practice therapist with Avenues for Change in Great Bend from 2021 to 2023 and Serenity Psychological Services and Consulting LLC in Hays in 2019. She also worked as a contract therapist at KVC Wheatland Psychiatric Hospital in Hays during 2019 and as a therapist supervisor at Sunflower Psychological Services in Wichita from 2017 to 2019. Her early career included roles as a rapid responder for the Human Trafficking Program at Saint Francis Ministries in Hays from 2016 to 2017, a family preservation supervisor from 2015 to 2017, and a family preservation therapist from 2013 to 2015 with the same organization. She began her professional journey as a therapy intern at Lawrence Hall in Chicago from 2012 to 2013.
In addition to her administrative responsibilities, Dr. Topps is dedicated to mentoring future mental health professionals through adjunct teaching roles. Since 2026, she has been an online adjunct instructor at Barton Community College. She has also taught online courses for The Chicago School since 2022 and has served as an adjunct faculty member at Fort Hays State University since 2020. Her teaching focuses on forensic psychology, criminal justice and general psychology.
Dr. Topps maintains an active membership in several professional organizations, including the American College of Healthcare Executives, the Association for the Treatment and Prevention of Sexual Abuse and the Western Psychiatric State Hospital Association.
Her academic credentials include a Doctor of Philosophy in psychology from Northcentral University, earned in 2020, a Master of Arts in forensic psychology from The Chicago School, completed in 2013, and a bachelor's degree in psychology from Fort Hays State University, awarded in 2011. She has been licensed as a clinical professional counselor through the Kansas Behavioral Sciences Regulatory Board since 2018.
Throughout her career, Dr. Topps has contributed to civic initiatives as co-chair of the Personal Development, Self Care, and Wellness Committee from 2021 to 2023 and co-chair of Kansas WISE while also serving as a state hospital committee member for Pawnee County Community Hospital. She is recognized for her expertise on burnout prevention among mental health professionals working with sexual abusers and has delivered numerous presentations on this topic. Her training sessions have addressed myths about personality disorders and techniques for de-escalating individuals with mental illness.
Born in Hays, Dr. Topps enjoys supporting her three children in their various activities, reading psychological thrillers and traveling both nationally and internationally. She attributes her achievements to resilience and perseverance through challenging times as well as unwavering support from her family.
