Mr. Carroll has established a distinguished career as a professional consultant and leader in water and wastewater management, engineered valves, valve selection, treatment processes and non-revenue water practices. Since 2025, he has served as the regional sales manager for the West Coast and Midwest at Victaulic Bermad Technologies, overseeing channel partners across half of the United States. In this capacity, Mr. Carroll manages the manufacturer's sales channels, ensuring comprehensive product support and the completion of sales cycles in a 360-degree fashion. His expertise in engineered valves and magnetic meters has positioned him as a key figure in maintaining and advancing critical infrastructure.

Prior to joining Victaulic Bermad Technologies, Mr. Carroll was the territory sales manager for Iowa and Nebraska at Kodru Mooney from 2023 to 2025. In this role, he developed strong relationships with clients and partners, leveraging his technical knowledge to drive growth in the region's water management sector.

From 2020 to 2023, Mr. Carroll held the position of national sales training manager for Water Management Solutions at Mueller Water Products, Inc., North America's largest manufacturer of fire hydrants and gate valves. He was instrumental in developing training programs that enhanced the sales force's capabilities nationwide. Before this, he served as technical presentation and training manager for Singer, a brand within Mueller Water Products, Inc., from 2019 to 2020, where he focused on delivering technical presentations and specialized training on valve technologies.

Mr. Carroll's earlier experience includes four years at Raytheon, RTX, where he began as a consultant in training and development from 2017 to 2019, then advanced to principal training and development specialist from 2015 to 2017. At Raytheon, he contributed to workforce development initiatives that supported both internal teams and external clients.

His professional journey began with roles outside his current field, including extruder operator at Midwest Polymer Group in 2007; general maintenance at Best Western International, Inc. from 2006 to 2007; and point-of-sale and warehouse specialist at Kohl's Department Stores, KIN, Inc. from 2004 to 2006.

A significant portion of Mr. Carroll's career was dedicated to military service. He served eight and a half years in the United States Army as an unmanned aerial vehicle operator—commonly known as a drone pilot—culminating his service as a staff sergeant in 2015. His military tenure included assignments such as MQ-1C ER/MP Gray Eagle UAS platoon sergeant (2014 to 2015), MQ-1C ER/MP Gray Eagle uncrewed aerial vehicle operations squad leader (2012 to 2014), RQ-7B Shadow UAS platoon sergeant (2012), rear detachment squad leader and retention noncommissioned officer (2011 to 2012), RQ-7B Shadow UAS sergeant and team leader (2010 to 2011), RQ-7B Shadow UAS operator (2008 to 2010) and student roles during his initial training period (2007 to 2008). He was a member of the highly distinguished unit, the Third Aviation Brigade.

Throughout his career, Mr. Carroll has been recognized for his expertise in waterworks technology and uncrewed aerial vehicles. He frequently consults on uncrewed aerial vehicle operations with a focus on gunnery training and doctrine development for organizations such as the United States Army Aviation Center of Excellence at Fort Rucker and Fort Huachuca in Arizona. His ability to serve higher purposes—whether through military service or by supporting critical infrastructure—has earned him praise from leaders across sectors who describe him as a force multiplier.

Mr. Carroll is also an active member of several industry-related organizations, including individual affiliate status with the International Association for Continuing Education and Training since 2022, full membership with the Combat Veterans Motorcycle Association since 2015, and membership with the Veterans of Foreign Wars.

His academic achievements have played a pivotal role in his professional success. In December 2024, Mr. Carroll earned a Master of Business Administration in business administration, management and operations from Tippie College of Business at The University of Iowa—a milestone he regards with great pride. He completed a Bachelor of Science in project management at Bellevue University in Bellevue, Nebraska, in 2021, where he was named to the dean's list multiple times for academic excellence. Additionally, he holds an Associate of Applied Science in unmanned aircraft systems pilot from Cochise College, earned in 2015.

Mr. Carroll's commitment to continuous learning is further demonstrated by his certifications: certified professional in training management from Training Industry (2022), unmanned aerial vehicle instructor operator from the United States Army (2016), SHARP unit victim advocate from the United States Department of Defense (2014), unarmed combat referee (2011) as well as unarmed combat trainer levels one (2008) and two (2011) from the United States Army.
He credits much of his resilience and drive to the influence of three strong women who raised him—his grandmother, mother and older sister—whose guidance shaped his values and work ethic.

Beyond his professional pursuits, Mr. Carroll is deeply involved in civic activities. He has participated with Big Brothers Big Sisters of America; volunteered with the YMCA; contributed time to Camp Blackhawk Programs in Clinton; supported community events through the Clinton Riverboat Days Committee; engaged with the Clinton Junior Chamber International; and assisted with the Symphony of Lights at Eagle Point Park.

His dedication has been recognized through numerous awards including the Iraqi Campaign Medal for Operation Iraqi Freedom; Afghanistan Campaign Medal for Operation Enduring Freedom; two Army Commendation Medals for service during conflicts in Iraq and Afghanistan; dean's list honors at Bellevue University; Non-Article Five NATO Medal; Global War on Terrorism Expeditionary Medal; Global War on Terrorism Ribbon; Senior Air Crew Wings; Combat Action Badge; and Non-Commissioned Officers Professional Development Medal.
