Mr. Ragone is an esteemed attorney with a remarkable 42-year career in the legal profession and admitted to practice in the states of New York and New Jersey. He has extensive litigation experience in the Federal and State Courts in both states. He joined Rosner Nocera & Ragone LLP in New York City in 1986 and had been a partner in the firm since 1992. His insurance practice includes literally decades of experience in the handling the investigation and rendering coverage analysis and opinions on first-party fidelity and surety insurance claims, as well as "social engineering," employee dishonesty and financial fraud claims involving embezzlements, corporate defalcations, as well as cyber losses and other financial claims.

In May 2025, Rosner Nocera & Ragone, LLP merged with the firm of McGivney Kluger Clark & Intoccia, P.C., and Mr. Ragone is a Managing Partner in the firm's New York City office.

Mr. Ragone has significant experience in representing banks and financial institutions in a broad-spectrum of both defensive and affirmative litigation, including, among others, lender liability claims/counterclaims, predatory lending credit impairment, check fraud and other miscellaneous lawsuits (e.g., commercial foreclosure proceedings, lien priority disputes, U.C.C. cases and general banking litigation, including, check and negotiable instrument cases, actions involving U.C.C. Articles 3, 4, 4-A and 9, check and wire transfer fraud NACHA litigation and debt restructuring and many other areas of the Bank litigation).

Mr. Ragone's property insurance practice includes investigating and providing advice on complex first-party property insurance claims, such as business interruption, loss of utilities, catastrophic property damage and other first party property claims. His representation of insurance clients includes litigation, arbitrations and mediations in connection with first-party insurance claims, including the defense of "bad faith" and other high profile insurance coverage litigation, as well as insurance fraud investigations. Mr. Ragone is often called upon by the firm's insurer clients to analyze and review complex and difficult coverage questions that arise during claim investigations prior to litigation.

Mr. Ragone's extensive experience and dedication to his clients have earned him a distinguished reputation as a leading expert in these fields.

Actively involved in handling numerous bank litigations and first party coverage cases and insurance claims, Mr. Ragone's responsibilities include maintaining direct client contact in his representation of banks and insurance companies, making court appearances, briefing and arguing appeals and managing various other tasks.

Before his distinguished tenure at the Rosner Nocera & Ragone, LLP firm, Mr. Ragone garnered expertise as an associate attorney at Hendler & Murray PC from 1984 to 1986. During this time, he honed his skills in various legal disciplines, laying the foundation for his future success.

Among Mr. Ragone's most notable achievements are his successful arguments in high-profile cases, such as Idone vs. Pioneer Savings and Loan Association in 1990 and McCarthy vs. Wachovia Bank in 2011. In the former case, he argued before New York State Appellate Division, Second Department that a national burglar alarm service company could not limit its liability for grossly negligent acts in the context of a mass safe deposit burglary. In a case of first impression, the Appellate Division agreed with his argument that exculpatory and/or limitations of liability clauses in contracts would not apply in cases involving gross negligence and/or intentional acts. The Court's ruling literally changed the law on that issue. This victory was featured on the front page of the New York Law Journal. In the latter case, Mr. Ragone obtained a summary judgment dismissal of a putative class action against Wachovia Bank (now Wells Fargo Bank), which alleged violations of constitutional due process rights and the Fair Debt Collection Practices Act.

Mr. Ragone's academic background has significantly impacted his professional accomplishments. After receiving a Regents diploma at Aviation High School in 1976, he garnered a Bachelor of Arts from Hunter College in 1980 in Political Science, with a minor in Business. Subsequently, Mr. Ragone completed coursework at the Jacob D. Fuchsberg Law Center at Touro University from 1980 to 1982 before achieving a Doctor of Jurisprudence there following the completion of his Law School education at Benjamin N. Cardozo School of Law in 1983.

While attending Law School, Mr. Ragone had also authored a paper entitled "The Applicability of Military Necessity in the Nuclear Age," which explored the intersection of international law and ethics in the context of modern warfare. Mr. Ragone's paper was then published by the New York University Journal of International Law & Politics. He lost track of the paper following the publication and was very recently surprised to learn that the article had since been cited many times, including in the United Nations Juridical Yearbook and by the Nuclear Age Peace Foundation, the International Red Cross, as well as in the Harvard University Law Journal and more recently the Cambridge University Press, among other publications. Mr. Ragone's article continues to provoke meaningful reflection and discussion on a very important topic under international law decades after it was first written.

In addition to his professional achievements, Mr. Ragone is an active member of several industry-related organizations, including the Fidelity and Surety Law Committee section of the American Bar Association. He has been a featured speaker at various American Bar Association conventions. His commitment to civic engagement is also evident through his pro bono work with the Parish of Holy Rosary Church, R.C. located in Staten Island, New York, where he acted as counsel for Holy Rosary Church, R.C. in obtaining necessary court approvals related to the financing and construction of a multi-million-dollar Parish Center for the benefit of senior citizens. He also negotiated a lease with the New York City Department of the Aging for the benefit of the senior citizens at the Holy Rosary Friendship Club, and he does volunteer work for military veterans at the Sons of the American Legion (Cesspino Russo Post) in Staten Island, New York. Additionally, Mr. Ragone actively participates in numerous fundraisers for charities, including Blood Cancer United (formerly The Leukemia and Lymphoma Society), the Crohn's and Colitis Foundation, the Nothing is Impossible Foundation, among others.

The recent merger of Rosner Nocera & Ragone, LLP with the McGivney Kluger Clark & Intoccia, P.C. firm provides Mr. Ragone with the ability to significantly expand the firm's growing commercial litigation practice beyond the states of New York and New Jersey.
