Mr. Howell currently serves as the Senior Director of People and Security Operations at Cirkul, where he leads a team of human resources business partners supporting five manufacturing facilities across Florida and Utah. Since 2022, he has also overseen enterprise security operations for all facilities, managing a team of 14 security officers and several managers responsible for 24/7 physical security at manufacturing sites. In addition, he oversees all employee relations matters, including workplace investigations, administrative complaints, Equal Employment Opportunity Commission (EEOC) matters, mediation, arbitration, and litigation. He also leads talent management and employee learning initiatives for the company's manufacturing workforce.

In 2024, Mr. Howell founded PeacePoint Consulting LLC, where he serves as Founder and Fractional Chief Human Resources Officer. Through this venture, he advises organizations on labor and employment law, employee and labor relations, compliance, talent management, strategic workforce planning, and the development of scalable people strategies. His expertise enables clients to benefit from executive-level human resources leadership without the need for a full-time Chief Human Resources Officer.

Prior to his current roles, Mr. Howell served as Director, People Business Partner at CONMED Corporation in Largo, Florida, from 2021 to 2022.

Mr. Howell's federal service spanned more than two decades. From 2016 to 2021, he served as Chief of Staff and Director of Resources and Finance for the Defense Intelligence Agency (DIA) at U.S. Central Command (CENTCOM), following his tenure as Deputy Director of Talent Management from 2013 to 2016. During this time, he led a transformative overhaul of the agency's talent management system—a multi-year initiative that modernized talent processes for a workforce of more than 18,000 employees. As Deputy Director of Talent Management, he spearheaded enterprise-wide changes to performance management, career development, promotions, assignments, and training programs, strengthening the employee lifecycle from hiring through retirement.

From 2012 to 2013, Mr. Howell managed globally deployed intelligence personnel for the Defense Intelligence Agency and deployed to Afghanistan in support of Operation Enduring Freedom and Operation Inherent Resolve. Earlier in his federal career, from 2007 to 2012, he served as Executive Officer for the National Center for Medical Intelligence within the Defense Intelligence Agency.

Mr. Howell began his professional career as a Senior Non-Commissioned Intelligence Officer in the United States Air Force, serving from 1998 to 2012. Following his active-duty service, he continued serving as a reservist for five years while simultaneously working as a government civilian until his retirement from federal service in 2021. Throughout these roles, he developed extensive expertise in intelligence operations, security, employment law, employee relations, and policy compliance—areas in which he is recognized as a subject matter expert.

Mr. Howell earned a Bachelor of Science in Business Administration and Management from the College of Business at East Carolina University in Greenville, North Carolina, in 2007. That same year, he also earned an Associate of Applied Science in Hospitality Administration and Management from the Community College of the Air Force at Air University. These academic achievements provided the foundation for his leadership across both the public and private sectors.

Further enhancing Mr. Howell's qualifications are several professional certifications, including the Society for Human Resource Management Senior Certified Professional (SHRM-SCP), earned in 2019. He became a Certified CliftonStrengths Coach through Gallup in 2021 and has been a Certified Career Development Officer through the Central Intelligence Agency since 2015. In addition, he has been a Certified Workplace Mediator through the Mediation Training Institute at Eckerd College since 2014.

A positive mindset has been central to Mr. Howell's success. He attributes his achievements to maintaining optimism, even during challenging times, and to living by the principle of paying it forward by giving more than he receives. Beyond his professional responsibilities, Mr. Howell is actively involved in community service. Since 2025, he has served on the Board of Directors for T.A.M.A.R. (Transformative Aid for Mental Health and Rehabilitation) in Dallas. From 2023 to 2025, he served on the Board of Directors for Earth to Autism in St. Petersburg, Florida. He has also volunteered with Feeding Tampa Bay and The Kind Mouse in St. Petersburg, reflecting his ongoing commitment to giving back to his community.

Mr. Howell's contributions have been recognized throughout his career with numerous awards from the Defense Intelligence Agency, the U.S. Intelligence Community, and the United States Air Force for his leadership and distinguished service.

Raised in Goldsboro, North Carolina, Mr. Howell places a high value on family. Outside of his professional responsibilities, he enjoys home remodeling and tackling renovation projects. Looking ahead, he plans to continue making a meaningful impact by serving either as a full-time executive consultant or as a Chief People Officer for an organization committed to improving communities.
