Ms. Garcia has built a distinguished and multifaceted career marked by her commitment to public service, education, law enforcement and environmental stewardship. Since 2020, she has served as a plans examiner for the City of San Antonio, where she monitors compliance with preservation and canopy requirements, evaluates tree removal requests, assesses penalties and conducts tree stand delineation. Her responsibilities also include estimating tree loss, utilizing aerial imagery for project assessments, converting canopy requirements into tree quantities and coordinating with developers on tree planting or mitigation options. Ms. Garcia ensures adherence to regulations for new construction and renovations, playing a vital role in safeguarding the city's urban forest. Her expertise in environmental advocacy was instrumental in shifting perceptions about trees from being obstacles to development to essential assets for clean air and healthy communities.

For the preceding two years, Ms. Garcia worked in an administrative position with the City of San Antonio after working in a supervisory role in the records vault from 2014 to 2016. Her tenure with the City of San Antonio began in customer service from 2012 to 2014, where she provided assistance to residents and helped resolve inquiries related to city services.

Before relocating to Texas, Ms. Garcia dedicated over eleven years to law enforcement with the sheriff's department in Florida. She began her career as a records clerk before advancing to crime scene investigator and ultimately serving in the warrants department for the last five years and assisted with fugitive tracking from 2001 to 2012. Her work included uncovering critical information in complex cases and providing closure for families seeking answers after the loss of loved ones. Ms. Garcia's professional journey also includes significant experience in education. She taught special education at a Department of Defense school in Italy and held preschool teaching positions in Guam and San Antonio. Academically, Ms. Garcia earned a bachelor's degree in criminal justice with a specialty in forensics from the University of West Florida in 2002. She has since maintained an active membership with the University of West Florida Alumni Association. Her academic pursuits were shaped by her experiences as a military spouse, which required frequent relocations across Guam, Italy and various locations throughout the United States. Despite these challenges and gaps in her education, she remained steadfast in her commitment to learning by attending multiple colleges—including the University of Maryland and the University of Texas at San Antonio—before completing her degree at the University of West Florida.

Furthering her professional expertise, Ms. Garcia holds a tree certification that has been integral to her current role as plans examiner and is currently pursuing certification as an arborist. Overall, she attributes her success to an unwavering desire for continuous learning and growth, emphasizing adaptability as essential in an ever-changing world. She credits strong support from both immediate and extended family members as instrumental throughout her journey.

Ms. Garcia's initial pursuit of law enforcement stemmed from her academic background in criminal justice and forensics. Over time, her passion for nature—fostered through years spent outdoors hiking and volunteering with scouting organizations—inspired her transition into urban forestry roles within municipal government. Today, her professional excellence has been recognized through several honors, including recognition from the city arborist, employee of the quarter awards from the City of San Antonio and commendations through public service surveys.

Civically involved, Ms. Garcia boasts more than two decades of leadership within scouting organizations. She has served as an advanced chairman with Boy Scouts of America for over nineteen years and held roles as scout leader and assistant leader with Girl Scouts of the USA for more than twenty years. Looking ahead professionally, Ms. Garcia is preparing for certification as an arborist while planning to launch a hydroponics business focused on sustainable food production—a venture inspired by climate challenges facing traditional agriculture. She intends to continue consulting on urban forestry issues while raising awareness about tree preservation initiatives, such as food forests and canopy conservation efforts within local communities.
