Ms. Sever served as assistant vice president of business development for the quality measurement and research group at the National Committee for Quality Assurance from 2020 to 2021. In this position, she contributed to advancing quality standards in healthcare delivery through innovative business development initiatives.

From 2017 to 2020, Ms. Sever worked as a consultant with Cadence Health Strategies LLC, guiding health strategy and business development. Concurrently, she served as vice president of health strategy and business development at Maximus, where she revitalized sales and expanded the company's reach in the public sector.

From 2008 to 2011, Ms. Sever was vice president of public sector development at ValueOptions, where she led initiatives to improve behavioral health services for government clients. She previously served as vice president at United Behavioral Health from 2007 to 2008, focusing on expanding public sector partnerships.

Her career in public-sector development began at APS Healthcare, where she served as vice president until 2007. In this role, she managed large-scale government contracts and developed programs tailored to public health needs. Ms. Sever's foundational experience in government service began during her tenure as deputy director and regional director at the Idaho Department of Health and Welfare from 1992 to 2000. There, she advanced rapidly through supervisory roles and became a political appointee under two governors—a rare accomplishment that underscored her dedication to public service.

Ms. Sever has been an active member of the National Alliance on Mental Illness since 2005, reflecting her commitment to mental health advocacy.

She served on the board of the Maximus Foundation from 2017 to 2020, contributing to philanthropic initiatives benefiting communities nationwide. Additionally, she served on the executive board of Norwin Band Aids from 2015 to 2017, supporting local arts education.
