Mr. Mangan is an accomplished business development executive with more than three decades of experience across the power, energy and construction industries. From 2022 until April 2026, he served as director of business development for Flintco Renewable Energy in Oklahoma City. During his tenure, he played an instrumental role in developing client relationships, leading strategic sales initiatives and securing major utility-scale renewable energy projects throughout the United States.
As one of the founding members of Flintco Renewable Energy, Mr. Mangan contributed significantly to establishing and expanding the organization's renewable energy operations. His expertise encompasses utility-scale solar, renewable energy, power generation, electrical infrastructure, strategic business development and contract negotiation.
Before joining Flintco Renewable Energy, Mr. Mangan served as vice president of business development for Lion Power Services in Oklahoma City from 2020 to 2021. In that capacity, he supported business development initiatives involving electrical utility infrastructure, transmission and distribution, substations, telecommunications and storm-restoration services. From 2017 to 2019, he served as vice president of business development for Primoris Renewable Energy in Thornton, Colorado.
Earlier in his career, Mr. Mangan served as senior vice president of sales and marketing for Phoenix Solar U.S. in San Ramon, California, from 2014 to 2016. During his tenure, he helped strengthen the company's position in the U.S. solar market and contributed to the development of a substantial project portfolio.
Mr. Mangan's previous leadership positions also included director of business development for Quanta Power Generation and vice president of business development for Qcells North America. At Qcells, he helped secure agreements involving utility-scale solar projects for Pacific Gas and Electric Company, strengthening the organization's presence in the U.S. utility-scale energy market.
His additional experience includes business development and contract-management positions with WorleyParsons, The Shaw Group, Calpine Corporation, Duke/Fluor Daniel, Bechtel Corporation, Parsons Energy & Chemicals Group, Day & Zimmermann International and United Engineers & Constructors. This extensive background has provided him with a comprehensive understanding of project development, engineering, procurement, construction, contracting and commercial strategy across the energy industry.
Mr. Mangan earned a Bachelor of Arts in political science from Temple University in 1987. He also completed continuing education in negotiation strategy and techniques through George Washington University.
Outside his professional responsibilities, Mr. Mangan supports civic and community initiatives in the Edmond area, including service in board positions with local homeowners' associations and participation in volunteer activities.
