Mr. Ghetie's career is distinguished by a series of leadership roles and significant contributions across government, international development, and the private sector. Since September 2023, he has served as chief executive officer of iON Development International LLC, a Virginia-registered company. Despite an intermittent relationship with the business due to professional obligations elsewhere, Mr. Ghetie has overseen its strategic direction and financial management, focusing primarily on obtaining international grant funding for small and medium businesses and youth entrepreneurs' development in South Sudan and Nigeria, following the complete halt of grant funding from the USA. At his day job at the Government Accountability Office, he is responsible for managing a budget of $4 million, ensuring compliance with procurement protocols and the proper authorization of vendor invoices on behalf of the government. His expertise includes overseeing on-demand learning programs through Skillsoft, managing contracts up to $10 million as a Contracting Officer Representative (COR) Level II in the federal government, and serving as the COR for the executive coaching contract. In this capacity, he has addressed issues such as excessive billable hours and authored standard operating procedures to enhance contract management for group training and individual materials contracts.

Mr. Ghetie holds a GS-14 equivalent position at the United States Government Accountability Office (GAO), where he was promoted in December 202. He has worked in the Learning Center, focusing on budget management rather than personnel oversight. His responsibilities include managing credit card purchases, holding a delegation of procurement authority, and engaging with external vendors for various contractual agreements. He works a compressed 40-hour schedule from Monday through Thursday and focuses on iON Development International in his spare time.

From 2016 to 2021, Mr. Ghetie served as a Data and Management Analyst at GAO. In this role, he managed the GAO fleet of vehicles from GSA, oversaw chauffeurs and couriers, and supervised cafeteria and catering contracts, managing approximately 18 staff members within a two-million-square-foot facility. He also negotiated antenna leases with telecommunications companies such as Verizon, AT&T and T-Mobile, including securing a long-term agreement with AT&T. His property management duties encompassed not only buildings but also high-value items such as furniture and technology assets.

Between 2008 and 2016, Mr. Ghetie was a Senior Program Analyst at the United States African Development Foundation (USADF), where he played an instrumental role in grassroots economic development across Sub-Saharan Africa. He supported small and medium-sized business development and off-grid renewal energy entrepreneurship seed grants as part of the Presidential Whole of Government Power Africa Initiative. He traveled a third of the year to remote regions by overseeing partners who managed portfolios of around 100 income-generating grants across multiple countries. His commitment required frequent travel to South Sudan and Nigeria during periods of civil unrest and crisis, ensuring project oversight even under dangerous conditions. One of his most notable achievements was being the sole non-director to present the South Sudanese program during an active civil war alongside political appointee Jack Leslie. This collaboration earned him high praise for his performance.

From 2011 to 2012, he worked as a consultant at the World Bank on both judicial sector functional review projects and operations/internal performance initiatives. During this tenure, he authored an influential four-and-a-half-page analytical document—complete with multivariate tables and graphs—that was presented to the President of Romania during a critical period for the country's economy.

Mr. Ghetie's earlier experience includes consulting on policy and procedure manual review projects for USADF from 2010 to 2011 and serving as a Program Operations Analyst for Botswana, Nigeria, Swaziland, Zambia, Cape Verde, Mali and Senegal from 2008 to 2016 at USADF. In these capacities, he managed grant portfolios totaling more than 110 grants throughout his career.

His foundational professional experiences include working as an intern at the International Organization for Migration in 2006; contributing as an operations team member at Envision EMI that same year; and serving as office manager for Kotz and Associates Landscape Architecture from 2004 to 2005.

Throughout his career, Mr. Ghetie has demonstrated expertise in budgeting and finance, Federal government accounting codes, facilities management, commercial facilities management contracts, contract oversight, property management, fleet management, statistics and economic development, good governance practices and enterprise development grants.

Mr. Ghetie has also been an active member of Sigma Tau Delta since 2003.

Academically accomplished, Mr. Ghetie holds a Master of Public Administration degree and a Master of Arts in International Relations with concentrations in Europe and Global Development Policy from Syracuse University-Maxwell School (2007). He earned his Bachelor of Arts degree in French and English literature from Canisius College (2004), graduating magna cum laude with honors in all semesters while receiving a full presidential scholarship. These academic achievements have provided him with a strong foundation in analytical thinking and cross-cultural communication—skills that have been pivotal throughout his multifaceted career.

He has further enhanced his credentials through certifications, including a certificate of completion in solar engineering and design from Northern Virginia Community College (2016) and a certificate of participation in the "Take Attitude, Stop Discrimination" summer program (2007), having been selected by the Council of Europe. These qualifications have broadened his technical knowledge base while reinforcing his commitment to diversity and sustainable development.

Mr. Ghetie attributes his success not only to intelligence—having been selected for the Gifted and Talented program at age thirteen with an estimated IQ of 141—but also to perseverance rooted in his immigrant experience. He believes that drive and hard work are central themes in his journey toward professional accomplishment.

Civically engaged throughout his life, Mr. Ghetie has volunteered for numerous organizations, including the National Day of Service (2013), Alexandria Beatley Central Library fundraisers such as spring and fall book sales since 2008, Friends of Beatley Library initiatives, Orthodox Christian community efforts, and activities supporting Woodbridge Library and Chinn Park Library.

His dedication has been recognized through several awards: the Customer Service Award (2020), the Pandemic Deliveries Team Geo Honor Award (2019), and the Teamwork Award, along with academic distinctions during his undergraduate studies.

Born in Bucharest with Romanian heritage shaped by family experiences under communism, Mr. Ghetie values resilience and adaptability—qualities reflected both personally and professionally. He is committed to being a positive role model for his son, who attends Virginia Polytechnic Institute and State University on scholarship.

Outside his professional pursuits, Mr. Ghetie enjoys poetry, writing fiction novels and short stories, amateur photography, drawing—including self-taught large Garfield posters which he sold during youth, painting, spending time with his dog, exercising, playing competitive football (soccer) and running track, cooking, reading extensively, and maintaining strong family bonds.

Looking ahead, Mr. Ghetie intends to invest jointly with his brothers in property for their mother in Bucharest while establishing dual residences between Romania and the United States. His long-term goal is to build passive income streams that will allow him to focus more fully on his artistic passions while continuing to serve clients through consulting.
