Before joining RAMPQuest, Mr. Tobeck served as senior information system security manager at Lockheed Martin from 2019 to 2025, advancing through a series of increasingly senior roles over the course of his tenure. His work there was marked by his ability to address complex innovation challenges across diverse landscapes. Whether entering new domains or tackling persistent issues, he demonstrated a talent for understanding problems deeply and exploring alternative solutions. Since 2011, Mr. Tobeck has concurrently served as a cybersecurity non-commissioned officer in charge with the Colorado Air National Guard, where he continues to contribute his expertise in both military and civilian contexts. From 2012 to 2019, he served as an information technology specialist with the Colorado Air National Guard, further solidifying his foundation in information security.

Mr. Tobeck's professional journey began nearly two decades ago when a childhood curiosity about technology led him from his small hometown in Illinois into the world of computers. Inspired by early experiences dismantling electronics and troubleshooting computer issues, he took on roles such as IT administrator for a nonprofit organization during high school. His military career initially focused on space operations, commanding satellites; however, an opportunity presented by his commander to help pioneer cybersecurity marked a pivotal shift toward his current field.

Throughout his career, Mr. Tobeck has been recognized for his deep knowledge of cybersecurity and CMMC standards. He has been an active member of Toastmasters International since 2025. His engagement extends beyond technical roles; he regularly participates in local events and delivers talks on cybersecurity at internal TED-style sessions for his company and clients, including on the future intersections of cybersecurity, artificial intelligence and quantum security within the space domain.

Mr. Tobeck's educational background includes an associate's degree in military information systems technology from the Community College of the Air Force, earned in 2017, and an associate's degree from Parkland College. He also attended the University of Illinois Urbana-Champaign in connection with his participation in the Reserve Officers' Training Corps. These academic experiences provided a strong foundation for his technical expertise and leadership roles throughout his career.

He holds several certifications that underscore his commitment to continuous learning and professional growth, including the Certified CMMC Professional (CCP) credential through the Cyber AB (formerly the CMMC Accreditation Body), earned in 2025, and the CompTIA Security+ certification, awarded in 2014.

In addition to his professional pursuits, Mr. Tobeck is actively involved with civic-minded organizations. He serves on the board of directors of the Defense Innovation Networking Group, beginning in 2026, where he collaborates with state senators, representatives, and regional defense councils on cybersecurity initiatives relevant to the Defense Industrial Base. As a mission scanner for Civil Air Patrol since 2015, he played an instrumental role during the COVID-19 pandemic by helping to establish a nonprofit dedicated to manufacturing personal protective equipment for healthcare professionals across Colorado, using distributed networks and Civil Air Patrol aircraft.

Outside of work, Mr. Tobeck values time spent with family. His spouse, Ashlea, whom he married in 2007, and their son Quinton. He enjoys nurturing Quinton's curiosity through coding projects and creative programming activities, visiting the Air Force Museum together and sharing new skills such as building 3D printers or piloting aircraft.

Looking ahead, Mr. Tobeck envisions launching a nonprofit organization to address critical gaps in cybersecurity access and workforce development for underserved communities, including small businesses and municipalities that cannot afford essential services.
