Under her direction, the Policy Institute has expanded its influence, organizational capacity, research portfolio, philanthropic support, and ability to shape public policy at the state and local levels.

She has helped secure and direct more than $1 billion in public investment for early care and education in Louisiana, including the state's largest new early learning investments in more than a decade and a 20-year dedicated millage in New Orleans that created one of the nation's largest locally funded commitments to infant and toddler care. Dr. Sonnier's approach to systems transformation is grounded in both scholarship and practice. She earned a PhD in Human Development from Virginia Tech, a Master of Education in Early Childhood Intervention and Family Support Services from the University of North Carolina at Chapel Hill, and a Bachelor of Science in Special Education with an emphasis in Early Childhood Intervention from the University of Southern Mississippi. Her academic training, combined with decades of experience in policy and systems leadership, allows her to bridge research, practice, and public decision-making in ways that produce measurable results.
She also serves as a Clinical Teaching Professor at Mississippi State University, bringing real-world policy and systems experience into graduate and undergraduate classrooms. Her teaching connects research and theory with the practical realities of leading change within complex public systems.
Dr. Sonnier's leadership and impact have been recognized across the policy, nonprofit, business, and civic sectors. Her honors include the Baton Rouge Area Foundation's John W.
