Mr. Kelly's distinguished career in management consulting, information technology and healthcare reflects more than a decade of progressive leadership and expertise. Since November 2025, he has served as a Managing Partner at Gartner Inc., where he oversees information technology modernization and business process redesign for state and local government agencies, with a particular focus on the State of Florida.
In this capacity, Mr. Kelly manages Gartner's Florida portfolio, advises lawmakers, and provides candid, on-the-ground assessments of project performance to state leadership. He is recognized for his direct communication style and balanced reporting, ensuring that both challenges and successes are conveyed to stakeholders so that legislative appropriators understand the true impact of project investments.
Prior to joining Gartner Inc., Mr. Kelly served as a Director of technology consulting at Public Consulting Group. His tenure at Public Consulting Group included earlier roles as senior consultant and CMS certification lead.
During this period, Mr. Kelly specialized in Medicaid transformation and healthcare IT modernization, assisting nearly 30 states with modular systems implementation and vendor accountability. His work centered on helping states comply with federal mandates from the Centers for Medicare and Medicaid Services to modernize their Medicaid management information systems, which required transitioning from monolithic platforms to modular architectures — a complex undertaking for many state agencies.
From 2019 to 2021, Mr. Kelly was an HHS subject matter expert and certification lead at North Highland in Tallahassee, where he provided guidance on federal compliance and public sector technology strategy. Before that, he held the role of programmatic project manager at North Highland from 2018 to 2019, contributing to large-scale government consulting projects focused on healthcare delivery systems.
Mr. Kelly began his consulting career at CSG Government Solutions in 2014 and worked as a senior consultant until 2018. There, he developed foundational expertise in Medicaid program modernization and state government consulting, setting the stage for his subsequent leadership roles.
Earlier in his professional life, Mr. Kelly worked as an archaeologist for the National Park Service for several years following college graduation. He accomplished several achievements in this field that remain points of personal pride. Additionally, he spent a period as a professional musician, performing with groups that achieved multiple No. 1 Billboard records and earning recognition at events such as the Winter Music Conference in Miami.
Mr. Kelly's academic background includes a Bachelor of Science in anthropology from Florida State University in Tallahassee, completed in 2000. The transition from archaeology to Medicaid was motivated by practical considerations regarding long-term financial stability. After recognizing the financial limitations of his original field, he accepted an administrative assistant position in Medicaid administration, an entry point that launched his rise through the industry based solely on merit and determination rather than connections.
In addition to his education, Mr. Kelly holds the professional business analyst certification through the Project Management Institute, having chosen this credential over more common project management certifications because it aligns better with his interests in business analysis rather than formal project scheduling or cost management. He is also a member of both the Project Management Institute and the Medicaid Information Technology Architecture Governance Board.
A significant milestone in Mr. Kelly's career is his election to the MITA Governance Board led by the U.S. Centers for Medicare & Medicaid Services. This platform has enabled him to make direct recommendations regarding Medicaid transformation at a national level.
Throughout his career, Mr. Kelly has been recognized for his expertise in Medicaid transformation, healthcare IT modernization, modular systems implementation and vendor management within public sector environments. He is known among peers for integrity and honesty — qualities he credits as central to his advancement — often referencing Andrew Carnegie's sentiment that trust is fundamental to successful business relationships.
Beyond professional commitments, Mr. Kelly is civically engaged as a volunteer and donor at his son's special needs school, where he contributes financially and provides support for school events such as holiday luncheons. He donates monthly to the American Society for the Prevention of Cruelty to Animals and supports St. Jude Children's Research Hospital.
In his personal life, Mr. Kelly enjoys playing music — a passion since childhood when he received classical training — fishing for relaxation and spending time with family.
