GRANADA HILLS, CA, October 09, 2026 /24-7PressRelease/ -- Arsen Samvelian has been recognized for expertise in Internet technologies, software development, program administration, and cultural leadership, reflecting a career in online education, recovery services, entrepreneurship, and community service.

Mr. Samvelian's distinguished career in this sector has been marked by a series of entrepreneurial milestones and technical innovations. For nearly two decades, Mr. Samvelian has applied his expertise in Internet technologies, software development, online education, security, compliance, and program administration to develop practical systems and services serving individuals, families, businesses, professionals, and communities.

Court Programs and Online Education

Since 2007, Mr. Samvelian has served as Commissioner of Court Ordered Programs, Inc. and Court Ordered Classes, where he oversees the delivery and development of court-mandated educational programs for individuals fulfilling probation, diversion, and other court-related requirements.

The programs address areas including anger management, domestic violence, battery, child abuse, shoplifting, and drug and alcohol education, among other court-related educational requirements.

His responsibilities extend beyond program administration. Mr. Samvelian oversees aspects of the organization's technical infrastructure and curriculum development, utilizing his experience in Internet technology and software development to support secure, accessible, and effective online educational services.

One of his notable technological contributions was the organization's transition from PDF- and video-based materials to live Zoom-based group classes in 2014. This innovation subsequently became particularly important during the COVID-19 pandemic, when courts and court-program participants faced significant challenges in accessing required services in person.

The significance of this work extends beyond the technology itself. At the center of these programs are people—individuals, parents, families, and others whose lives can be directly affected by court proceedings and the circumstances that bring them into the court system.

Through technology-enabled education and counseling, participants can access programs designed to help them satisfy court requirements while gaining information and skills relevant to their personal and family circumstances.

Parents and families may receive education addressing parenting and co-parenting challenges. Individuals may participate in programs addressing anger, behavior, decision-making, and personal responsibility. People involved in domestic-violence-related proceedings can access specialized educational programs, while individuals fulfilling probation or diversion requirements can participate in structured programs without necessarily having to attend a traditional classroom.

This approach has helped create additional access for people who may face challenges involving work schedules, transportation, geographic distance, family responsibilities, or other circumstances that can make traditional in-person attendance difficult.

Technology and Software Development

In 2006, Mr. Samvelian founded ArsenWeb, where he continues to provide expertise in Internet technologies and online-learning platform infrastructure.

His work through ArsenWeb has focused on developing and supporting secure systems for online education and business operations, drawing upon his experience in coding, Internet security, software development, online learning, and regulatory compliance.

Over the approximately two decades since ArsenWeb's founding, Mr. Samvelian has helped more than 200 companies with his technology expertise.

His contributions to Internet security and software innovation have also included intellectual property and patented technology. Among his innovations is a patented CAPTCHA-style verification technology developed for court-ordered programs, designed to address data-protection and participant-verification requirements.

He has also secured trademarks associated with Beyond the Captcha as well as trademarks involving the logos of Court Ordered Programs and Court Ordered Classes.

Entrepreneurship and Business Leadership

Mr. Samvelian's entrepreneurial career includes a long-standing partnership and subsequent limited liability partnership.

From 2010 through 2022, he was a partner of SamSim Partnership in Los Angeles. In 2022, the partnership was converted into SamSim LLP, and Mr. Samvelian continues to serve as its Chief Executive Officer.

This history reflects more than a decade and a half of continuous business leadership, during which he has helped guide the organization through changes in structure, business conditions, and technology.

His continuing role as CEO reflects his ongoing involvement in the organization's management and strategic direction.

USA Credit Council and FCRA Technology

Since the incorporation of USA Credit Council, Inc. in 2010, Mr. Samvelian has served as its Chief Operating Officer and has held a 50 percent ownership interest in the company. In this capacity, he has played a central role in the development of the company's technology, software infrastructure, and operational systems.

Mr. Samvelian built, developed, architected, and produced the FCRA accuracy document system that USA Credit Council licenses to credit-service businesses. The system was designed to support the preparation, management, and processing of credit-report dispute documentation while incorporating processes intended to address requirements associated with the Fair Credit Reporting Act (FCRA).

USA Credit Council describes its software as a credit-restoration business software solution incorporating FCRA-focused document management and compliance-oriented functionality. Its platform includes tools for case management, correspondence coordination, consumer treatment plans, dispute-plan management, documentation, and monitoring. The company states that its system incorporates multiple credit bureaus and a large number of dispute-letter combinations and plan styles.

Mr. Samvelian's involvement in the development of the system reflects the intersection of his software-engineering background and his experience working with court-related programs, compliance requirements, document management, and online services. Rather than developing software as a standalone technical product, his work has focused on creating systems designed around the operational requirements of businesses and the individuals they serve.

The FCRA accuracy document system represents another example of Mr. Samvelian's broader approach to technology: identifying a complex administrative or regulatory process and developing software intended to organize, automate, and simplify that process. Through USA Credit Council, the technology is made available through a licensing model, allowing other businesses to utilize the systems and infrastructure he helped create.

His continuing role as COO and 50 percent owner also reflects his long-term involvement in both the technical and business sides of the organization. The combination of ownership, executive management, software architecture, and product development has allowed him to remain involved in the evolution and maintenance of the system as the needs of the credit-services industry and its regulatory environment have changed.

This work further expands the scope of Mr. Samvelian's technology career beyond general Internet development. His experience encompasses specialized software systems serving court programs, online education, rehabilitation services, business operations, and credit-related services, demonstrating a recurring focus on developing technology for practical, real-world applications.

Recovery Programs and Rehabilitation Services

Mr. Samvelian has also applied his professional experience to the field of addiction recovery and rehabilitation services.

In 2015, he developed expertise in rehabilitation-related applications and subsequently became involved in the development and implementation of technology and operational systems supporting rehabilitation programs.

He helped open and launch Lake Hughes Recovery, contributing his knowledge and experience to the establishment of the recovery facility. He served as Program Director from 2015 through 2016, helping with the development and operation of its programs.

Mr. Samvelian also served as Program Director at SV Recovery Inc. through 2021, contributing his experience to a detoxification and residential treatment facility in Los Angeles.

His involvement in the recovery field has a personal dimension as well. He serves as treasurer of a nonprofit drug rehabilitation organization associated with the facility where he achieved sobriety, allowing him to contribute his professional experience to an area that also has personal significance.

Preservation of Armenian History and Culture

Since 2005, Mr. Samvelian has also devoted significant effort to the preservation of Armenian history and cultural heritage through his role as museum director of the Armenian Museum Inc in Glendale.

He established and maintained a nonprofit museum organization dedicated to preserving Armenian historical artifacts. Over the years, he personally supported the organization's administrative obligations, including taxes and annual fees, while working to expand and preserve its collection.

The collection has grown to more than 1,000 items, including artifacts dating back approximately 3,000 years, coins associated with ancient Armenian kingdoms, historic ceremonial garments, and rare Bible manuscripts.

Although a physical museum was not ultimately developed as originally envisioned, Mr. Samvelian has continued to pursue the goal of making this cultural heritage accessible to a much broader audience. His vision is to create a virtual museum using advanced 3D-scanning technology, allowing people around the world to experience and learn about Armenian historical artifacts through modern digital technology.

This effort represents another example of his approach to technology: using digital innovation not simply for commercial purposes, but also as a means of preserving history and expanding access to cultural knowledge for future generations.

Education and Professional Foundation

Mr. Samvelian attended California State Polytechnic University, Pomona, where he studied toward a Bachelor of Science in Business Administration.

He did not complete the bachelor's degree. He earned an associate degree in business from another institution, following his earlier education at Armenian Mesrobian School in Pico Rivera, California, where he received a diploma in business, management, marketing, and related studies in 1994.

His education in business, combined with extensive practical experience, provided a foundation for his subsequent entrepreneurial and professional work across technology, software development, court services, online education, rehabilitation, and other fields.

Civic and Community Involvement

Beyond his professional responsibilities, Mr. Samvelian has supported numerous charitable and community organizations, including City of Hope, Shriners Hospitals for Children, the American Heart Association, March of Dimes, and Boys & Girls Clubs of America, among others.
His continuing involvement in charitable and nonprofit organizations reflects an interest in contributing to causes that serve individuals and communities.

A Career Centered on People and Innovation

Across his diverse professional activities, a consistent theme can be seen: using technology, business expertise, and innovation to create practical services for people.

Whether developing secure Internet systems, expanding access to court-mandated educational programs, helping establish rehabilitation services, supporting individuals in recovery, preserving thousands of years of Armenian history, or developing new online technologies, Mr. Samvelian has repeatedly applied his technical and entrepreneurial skills to real-world needs.

His work in court programs is particularly representative of this philosophy. The technology is important, but the people using the technology are more important. Individuals completing court requirements, parents dealing with family challenges, families affected by court proceedings, and people working to address behavioral or substance-related issues all require access to understandable information, structured education, and appropriate services.

By bringing Internet technology and software development into these areas, Mr. Samvelian has helped create systems that connect people with programs and resources while also providing authorized professionals with tools to manage and monitor those services.

His career demonstrates that technological innovation can serve purposes far beyond software itself. Technology can become a bridge between people and the education, services, resources, and opportunities they need.

Recovery, Helping Others, and Overcoming Adversity

Mr. Samvelian's philosophy of persistence is also rooted in his personal experience. After approximately ten years of living as a functioning addict, he overcame his addiction and achieved sobriety. His recovery became a major turning point in his life and eventually led him to help others facing similar struggles. He began sponsoring people in recovery and providing support and encouragement to individuals working to overcome addiction and rebuild their lives.

His commitment to helping others eventually led to a difficult period in his life. Several individuals became involved in an effort against Mr. Samvelian, including a person he had previously helped in recovery and a disgruntled former employee. The situation involved an extortion report, civil litigation, and false social-media postings portraying him in a damaging manner.

Mr. Samvelian pursued the matter through the legal system and criminal system filing a police report for extortion. The civil case was resolved in his favor, and the proceedings established that the social-media postings were fabricated and connected to the criminal extortion attempt. The litigation also revealed efforts by a former employee to interfere with his family relationships.

Despite these personal and professional challenges, Mr. Samvelian continued moving forward, maintaining his work, recovery, and commitment to helping others.

During this period, people who had known Mr. Samvelian through his years of courthouse work, professional relationships, and community involvement provided important support. Colleagues and individuals who had personally experienced his work and knew him over many years stood by him while he dealt with these challenges. Their support became an important reminder that relationships built through years of service, professionalism, and helping others can become a source of strength during periods of adversity.

The experience reinforced a lesson that had already become central to Mr. Samvelian's life through his recovery: setbacks do not have to determine a person's future. His own recovery had taught him that a person can change the direction of his life after years of difficulty. The challenges that followed taught him another lesson—that perseverance is sometimes necessary not only when rebuilding oneself, but also when protecting the work, relationships, and reputation that have been built over many years.

These experiences have contributed to his continuing philosophy of persistence, continuous improvement, and willingness to learn from setbacks. Rather than pursuing perfection at the expense of progress, Mr. Samvelian emphasizes steady advancement, learning from experience, and systematically improving processes and systems.

For him, progress is not defined by never encountering failure or adversity. It is defined by what a person does afterward—whether he learns from the experience, continues moving forward, and uses what he has learned to help others. His journey from addiction to recovery, followed by his efforts to assist others in recovery and his perseverance through significant personal and professional challenges, has become an important part of the perspective he brings to his work in technology, business, rehabilitation, education, and community service.

Continuing Innovation

Mr. Samvelian continues to pursue new opportunities at the intersection of Internet technology, artificial intelligence, online services, security, and social impact.

His current areas of interest include developing an artificial-intelligence-based credit restoration business based on his experience with court-related cases, advancing the concept of a virtual Armenian museum through 3D technology, and exploring new applications and opportunities for his patented CAPTCHA technology as digital verification continues to evolve.

Mr. Samvelian attributes his professional development to persistence, continuous improvement, and the willingness to learn from setbacks. Rather than pursuing perfection at the expense of progress, he emphasizes steady advancement and the systematic refinement of processes and systems.

Arsen Samvelian's career represents a unique intersection of technology, entrepreneurship, education, court services, rehabilitation, cultural preservation, and community involvement. His accomplishments demonstrate not only expertise in Internet technologies and software development, but also a sustained commitment to developing practical systems and services that can benefit individuals, families, professionals, businesses, and communities.

His recognition is ultimately a recognition of both innovation and service: the ability to transform technical knowledge into practical solutions while keeping the people who rely upon those solutions at the center of the work.
