Over more than three decades, Mr. Radoaca has repeatedly stood at the point where the architecture of global networks was about to change: from the rise of Ethernet and IP/MPLS transport, to the move of network functions into software through virtualization and NFV, to cloud-native 5G, and now to agentic artificial intelligence running on infrastructure that organizations control themselves. His own path has covered as much distance as the technology. He established himself as a researcher in communist-era Romania, started anew in the United States, and rose to chief architect and chief technology officer roles at leading companies. Alongside that career runs an equally deliberate inner life, shaped by years in Asia, the practice of Zen, mountaineering and writing, and grounded in the belief that life is above all a journey of discovery. Today he brings these threads together as founder and chief executive officer of TerraSigna AI, Inc., established in 2026.

Under his leadership, TerraSigna AI is developing an agentic AI platform for sovereign AI cloud, along with a hybrid operating model in which human leaders direct teams of AI agents. The company is designed to serve clients ranging from small businesses to large enterprises and public-sector bodies in the United States and Europe. Its aim is to help them keep control of their data and technology stacks while raising workforce productivity. The platform is open, extensible and built to support local languages.

Before founding TerraSigna AI, Mr. Radoaca served as chief architect at Dell Technologies in Miami, Florida, from 2023 to 2026, where he contributed to the advancement of 5G and AI infrastructure and cloud-native solutions. From 2018 to 2023, he was chief architect for 5G cloud-native infrastructure and automation at Dell Technologies and VMware in Boston. There he focused on next-generation service provider networks and on bringing AI and machine learning into telecommunications systems, developing advanced architectures for network automation and network functions virtualization (NFV). He is also the inventor of a patent-pending agentic AI platform for automated network design.

From 2017 to 2018, he served as a consulting telecommunications expert to Vodafone in London, leading technical initiatives in the United Kingdom, Germany, Romania and Spain. From 2015 to 2016, he was chief technology officer of Netcracker, a subsidiary of NEC Corporation, in Boston. He led the company's software platform for telecommunications automation and contributed foundational concepts to its Agile Virtualization Platform.

From 2006 to 2015, Mr. Radoaca's career centered on Asia. As chief architect and senior executive with Alcatel-Lucent and Bell Labs, Cisco and Huawei, he led cloud computing, IP next-generation network and optical initiatives across the Asia-Pacific region, and built collaborative ecosystems linking the United States and Asia. As vice president and head of strategy and solutions for telecommunications and IT at Nokia, he developed partnerships with industry leaders including NTT, NEC, Bell Labs, China Mobile and AT&T. These years were as much a personal journey as a professional one: a period of spiritual, cultural and linguistic discovery, and of exploring the region's history and landscapes, above all its mountains.

His earlier roles include chief engineer and vice president of engineering at Lucent Technologies, and senior product line manager and system architect at Nortel Networks in Boston.

Mr. Radoaca is recognized as an authority in telecommunications and 5G networking. He is credited as a co-inventor of foundational technologies including VPLS/VPN, IP/MPLS pseudowires and optical Ethernet. His work on network virtualization and NFV helped shape the architecture of today's service provider networks. A long-standing member of the Internet Engineering Task Force (IETF) and the International Telecommunication Union (ITU), he has contributed to industry standards and built a substantial portfolio of patents and intellectual property.

Education shaped Mr. Radoaca's outlook on life and work, and in America he found an environment that rewarded innovation on merit rather than background. He attributes his success to four foundations: opportunity in a free society, meritocratic organizations, the support of his family, and a commitment to solving difficult problems through perseverance rather than resignation.

He is also an author. His forthcoming autobiography, *Life in Multiple Dimensions*, traces his life and career across countries and disciplines. *Walking in the Clouds,* a collection of poetry and essays, explores beauty, nature and philosophy.

An avid reader of Eastern and Western philosophy, Mr. Radoaca practices mindfulness meditation and Zen, a discipline he deepened during his years in Japan. He is also a dedicated mountaineer. He has climbed in the Himalayas and Tibet and ascended Kilimanjaro, and he has explored the mountains of South America and hiked the Appalachian Trail. He continues to pursue new expeditions, particularly in South America, Europe and beyond, with the ambition of reaching the highest peak on each continent.

Happily married and a proud father, Mr. Radoaca places his family at the center of his life. His wife is an accomplished professional who has worked alongside him at companies including Nokia, Ericsson and Schneider Electric. Together they raised two children, both educated at leading American universities, who now have successful careers in finance and in artificial intelligence applications.

Looking ahead, Mr. Radoaca hopes TerraSigna AI will be his signature work, creating value for individuals and organizations in an era increasingly shaped by artificial intelligence.
