GILBERTSVILLE, PA, October 20, 2026 /24-7PressRelease/ -- Stefanie Bilger has been recognized for achievement in educational recruitment services.
Ms. Bilger currently serves as a client services manager at Kelly Education in King of Prussia, Pennsylvania, a position she has held since 2023. Headquartered in Troy, Michigan, Kelly Education is recognized as a trusted source of education talent, serving thousands of schools and institutions as well as millions of students across the U.S. for more than 25 years.
In her current capacity, Ms. Bilger is responsible for reaching out to all customers to ensure that substitutes are reporting properly and addressing any questions or concerns related to billing, long-term needs and budgeting. She also provides guidance on forecasting requirements by analyzing historical data and identifying patterns within schools to better support teachers and buildings. Ms. Bilger's expertise in educational staffing, school district support and consulting for human resources and special education directors has been instrumental in helping districts meet their substitute needs and provide essential support for teachers.
One of Ms. Bilger's most significant achievements occurred after she assumed her current role. When she began managing her portfolio in the Delaware County area, fill rates were only average and district performance was mediocre. Through her efforts to build strong relationships with both school districts and Kelly partners, she significantly improved these rates. Many of Ms. Bilger's school districts now boast a fill rate of nearly 90%, meaning that if a school has 10 teachers absent, nine of those positions are filled. This accomplishment reflects her commitment to supporting schools during a time when fewer graduates hold teaching certificates and credentialing requirements remain stringent in Pennsylvania.
Before becoming a client services manager, Ms. Bilger was an account manager at Kelly Education from 2021 to 2023. In this role, she continued to strengthen partnerships with districts while ensuring that their staffing needs were met efficiently. Between 2016 and 2021, Ms. Bilger served as an educational recruiter at Kelly Education, where she played a key role in helping individuals complete the necessary credentialing process and prepare for placement in schools as substitutes.
Prior to her work at Kelly Education, she held the position of director of administration at Primrose School of Royersford from 2013 to 2015, where she oversaw daily operations and administrative functions. Between 2012 and 2013, Ms. Bilger served as the director of operations at The Goddard School of Gilbertsville, managing staff and supporting early childhood education initiatives.
Earlier in her career, Ms. Bilger excelled as an assistant principal at Chesterbrook Academy, Nobel Learning Communities, from 2011 to 2012. She also directed the Kinder Kids site at Freedom Valley YMCA between 2007 and 2011, developing programs for young children and collaborating with local school districts. Ms. Bilger's professional journey began as a PSSA reading coach with Norristown Area School District during the 2006-2007 academic year.
Ms. Bilger's academic background included earning a Bachelor of Science in elementary and early childhood education from Slippery Rock University in 2006. She continued her educational journey with Special Education courses at West Chester University of Pennsylvania. Ms. Bilger also obtained a Pennsylvania teaching certification in Elementary Education and Secondary English Education from the Pennsylvania Department of Education in 2006. These academic achievements provided a strong foundation for her work with students and educators throughout her career.
Beyond her professional responsibilities, Ms. Bilger's commitment extends into civic engagement and community service. She has contributed as a teacher with the YMCA and served as the president of the Home and School Association. Her fundraising efforts helped provide playground equipment for Gilbertsville Elementary School. Ms. Bilger also volunteers regularly at her church bazaar through Daria's Desserts by baking cakes and pies, participates in Scouts service projects with her sons and is involved with local sports groups, including soccer, baseball, and swim teams.
Ms. Bilger's dedication has been recognized through several awards, including several Shining Star Awards and the Love Awards from Bucks County in 2026. She attributes much of her success to a phenomenal team of managers, leaders and mentors who encouraged her to think creatively, push boundaries and embrace both success and failure as learning opportunities. Ms. Bilger also notes mentorship for playing a critical role in her development as an educational leader.
Looking ahead, Ms. Bilger aims to reshape how school districts view substitutes and agencies by fostering true consulting partnerships that benefit both schools and educators. Her focus remains on building strong programs within districts while maintaining meaningful relationships that support growth for all stakeholders involved in education. With firsthand knowledge of classroom dynamics and district operations, Ms. Bilger continues guiding school leadership on how best to secure quality substitute programs with values that align with their goals while reinforcing the value of flexibility within educational careers.
