Mr. Mitchell has 34 years of professional experience. As village administrator for the Village of Hortonville, he is responsible for implementing comprehensive plans and building a new fire department and wastewater treatment plant. He brings to his position valuable experience with the United States Navy. He also previously worked as a waterway and railroad planner and as the director and assistant director for railroad projects for the State of Missouri, later branching into mergers and acquisitions. His professional accomplishments include creating two programs in Missouri and Kansas and introducing the first regional HHW program in the Midwest. He considers his experience and people management skills to be the driving forces for his success.

A proud alumnus of the University of Missouri, Mr. Mitchell holds a Master's Degree in History and Management, a Master's Degree in Administration and a Bachelor's Degree in Philosophy and History. He is affiliated with the American Association of State Highway and Transportation Officials, the Wisconsin City and County Management Association and CSRO. He aspires to become a consultant and work towards community development in the future.
