Mr. Kovacs is a lawyer and writer with 47 years of distinction in his field. He attended the University of Scranton, graduating magna cum laude with a Bachelor of Science in 1969. Mr. Kovacs earned a Doctor of Jurisprudence from the Moritz College of Law at Ohio State University in 1972, and was admitted to practice law in the state of Pennsylvania that same year. Subsequently, he was admitted to the bars of the District of Columbia and Virginia, as well as the U.S. Supreme Court.
From 1972 until 1974, Mr. Kovacs served as a legislative assistant and staff attorney for Congressman Fred B. Rooney in Washington, D.C. As counsel Mr. Kovacs lead the Congressman's litigation team to the successful release of appropriated funds impounded by the President. In 1975 he was appointed chief counsel and staff director of the U.S. House of Representatives Subcommittee on Transportation and Commerce. His notable achievements in this position include serving as lead committee counsel on the enactment of the Rail Reorganization and Regulatory Reform Act of 1976, which was the largest corporate reorganization in the U.S. at that time and the Resource Recovery and Conservation Act, which is the landmark federal law regulating hazardous and solid waste. From 1978 until 1997, Mr. Kovacs was a partner at several Washington, D.C. firms including Keller and Heckman, Eckert Seamans Cherin and Mellot, and Abrams, Kovacs, Westermier, and Goldberg. Between 1984 -1986 he served as vice-chair and chairman of the Virginia Hazardous Waste Facilities Siting Board.
Mr. Kovacs distinguished himself as the vice president (1998-2008) and senior vice president (2009-2017) of the U.S. Chamber of Commerce, leading its Environment, Technology, and Regulatory Affairs division. While with the U.S. Chamber, he testified before Congress thirty-nine times and led coalitions that helped enact major pieces of legislation, including: The Energy Policy Act of 2005, Data Access, Data Quality, Brownfields and Permit Streamlining legislation. Since 2018, he has focused on writing, commentary and blogging. In April, 2019, his book "Reform the Kakistocracy: Rule by the Least Able or Least Principled Citizens" was published. He has contributed numerous articles to professional journals. In 2018 he was named as the Partner of the Year by the National Black Chamber of Commerce.
